Accordingly, the Department of Home Affairs of Lang Son province proposed that the Ministry of Home Affairs provide specific instructions on the assignment of commune-level cadres and civil servants after the arrangement so that localities have a basis for implementation.
Unified guidance on the authority to advise the Provincial People's Committee to submit to the Provincial People's Council for approval of the number of employees and the authority to advise the Chairman of the Provincial People's Committee to appoint the head and deputy head of the public education service unit under the Provincial People's Committee.
In particular, the Department proposes that the Ministry guide the reception and recruitment of cases of Deputy Commanders of the Commune-level Military Command before rearranging commune-level administrative units (which are non-professional workers at the commune level) to appoint to hold positions under the Military Command in the new communes and wards after the rearrangement.
Specific guidance on the temporary arrangement of non-professional workers at the commune level (location, title, number of assigned and form of arrangement), to ensure that non-professional workers at the commune level are entitled to allowances according to the Resolution of the Provincial People's Council when they continue to be assigned to work.

According to the Director of the Department of Civil Servants and Public Employees Nguyen Quang Dung, according to the provisions of Articles 13 and 14 of Decree 170/2025/ND-CP regulating the recruitment, use and management of civil servants, the two subjects including part-time workers at the commune level and young intellectual youth team members have been included in the consideration and acceptance as civil servants.
However, the acceptance must comply with conditions, standards and procedures, based on job position and staffing.
