Proposal for guidance on receiving Deputy Commander of the Commune-level Military Command

HƯƠNG NHA |

The Ministry of Home Affairs received a proposal to promptly issue instructions for receiving and recruiting cases of Deputy Commanders of the Commune-level Military Command.

To continue to effectively carry out tasks related to implementing the two-level local government model, implementing regimes and policies for cadres, civil servants, public employees, and part-time workers, the Department of Home Affairs of Lang Son province sent the Ministry of Home Affairs a number of recommendations and proposals.

Accordingly, the Department of Home Affairs of Lang Son province proposed that the Ministry of Home Affairs provide specific instructions on the assignment of commune-level cadres and civil servants after the arrangement so that localities have a basis for implementation.

Unified guidance on the authority to advise the Provincial People's Committee to submit to the Provincial People's Council for approval of the number of employees and the authority to advise the Chairman of the Provincial People's Committee to appoint the head and deputy head of the public education service unit under the Provincial People's Committee.

In particular, the Department proposes that the Ministry guide the reception and recruitment of cases of Deputy Commanders of the Commune-level Military Command before rearranging commune-level administrative units (which are non-professional workers at the commune level) to appoint to hold positions under the Military Command in the new communes and wards after the rearrangement.

Specific guidance on the temporary arrangement of non-professional workers at the commune level (location, title, number of assigned and form of arrangement), to ensure that non-professional workers at the commune level are entitled to allowances according to the Resolution of the Provincial People's Council when they continue to be assigned to work.

Guidelines for implementing policies and regimes for cadres, civil servants and public employees after the arrangement of administrative units are as follows: After the arrangement, cadres and civil servants of party agencies who are assigned to new communes and are no longer working in party agencies are still entitled to party allowances? When returning to the new commune level with headquarters in region 1, cadres and civil servants working in region 3 will also enjoy the policy under Decree 76/2019/ND-CP.

The Department also requested that ministries managing sectors and fields promptly issue Circulars guiding the construction of job positions by sector and field so that localities can effectively manage and use cadres, civil servants, and public employees (recruitment, reception, transfer, arrangement, appointment, etc.).

According to the Director of the Department of Civil Servants and Public Employees Nguyen Quang Dung, according to the provisions of Articles 13 and 14 of Decree 170/2025/ND-CP regulating the recruitment, use and management of civil servants, the two subjects including part-time workers at the commune level and young intellectual youth team members have been included in the consideration and acceptance as civil servants.

However, the acceptance must comply with conditions, standards and procedures, based on job position and staffing.

"This is an opportunity but comes with strict requirements to ensure input quality for the civil service team. Not all non-professional workers are recruited as civil servants" - Mr. Nguyen Quang Dung emphasized.
