On behalf of the Standing Committee of the Provincial People's Council, Vice Chairwoman of the Provincial People's Council Tran Thi Tuyet Huong reported the synthesis of the Group's discussion opinions at the Session. In 33 opinions in 5 delegation groups on December 8, delegates comprehensively assessed the reports and draft resolutions, demonstrating their responsibility in deciding on important issues of the province.
The opinions focus on the socio-economic development situation in 2025, achieving many positive results, completing basic targets, strengthening state management, and ensuring national defense and security. At the same time, delegates discussed difficulties and obstacles in the progress of planning implementation, disbursement of public investment capital, decentralization of resources and improving the operational efficiency of commune-level authorities after the arrangement of administrative units.
In his speech, Provincial Party Secretary Nguyen Huu Nghia highly appreciated the efforts of the Provincial People's Council and delegates, emphasizing that although the apparatus was arranged in a short time, it still operated smoothly, making an important contribution to the development achievements in 2025.
Provincial Party Secretary Nguyen Huu Nghia analyzed the complex international and domestic context, requiring the province to proactively implement 3 key tasks: socio-economic development; reorganization of the apparatus and government model at two levels; preparation for Party Congresses at all levels. In 2025, the province will achieve an estimated GRDP growth rate of 8.78%, budget revenue of more than VND 82,000 billion, positive economic transformation, synchronous investment in socio-economic infrastructure, sustainable national defense and security, and social security.

During the session, the Provincial People's Council questioned leaders of departments and branches about the operation of two-level governments, disbursement of public investment capital, planning after the merger, illegal construction, and arrangement of district-level health care teams. The department leaders answered specifically and frankly, stating the results achieved, difficulties, causes and solutions.
On behalf of the Provincial People's Committee, Chairman of the Provincial People's Committee Pham Duy Ngoc received instructions and clarified issues of concern to voters, including planning, budget allocation, recruitment of commune-level civil servants, waste treatment, water protection, and handling of projects behind schedule.
After 1.5 working days, the session completed the entire program, passing 21 resolutions on socio-economic development, finance - budget, public investment, internal policies, education, science - technology, national defense - security, and organizational structure. Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Tran Quoc Van emphasized the resolutions to create a legal framework for the development tasks of 2026, improve the effectiveness and efficiency of governance and serve the people.
The Provincial People's Council proposed that the People's Committee and all levels and sectors concretize the resolution with an action plan, clearly assign responsibilities, ensure transparency and measurement of efficiency; focus on administrative reform, digital transformation, improve two-level governance, care for people's lives, maintain security and order, strengthen trust and develop Hung Yen sustainably, modernly and dangvorably.
