Disciplining officials who are full-time National Assembly deputies, must seek opinions in advance

This important resolution aims to prepare for the work of organizing cadres, especially the arrangement of the structure of full-time National Assembly deputies and personnel for upcoming Party committees.

On the morning of June 6, the National Assembly Standing Committee reviewed and approved the Resolution of the National Assembly Standing Committee on personnel management for full-time National Assembly deputies.

Chairman of the Delegation Work Committee Nguyen Thanh Hai said that the draft resolution stipulates the implementation of cadre management for full-time National Assembly deputies, and stipulates the authority to manage cadres.

Regulate the work of organization and staff; training, fostering, implementation of regimes, policies, emulation and rewards; evaluation, classification and evaluation of staff; discipline of staff; manage records for staff who are full-time National Assembly deputies.

Regulate the performance of duties of National Assembly deputies, full-time duties of National Assembly deputies, the performance of duties of National Assembly deputies in participating in activities of the National Assembly, in contacting and interacting with voters.

Regulate the reception of citizens, reception and handling of complaints, denunciations and recommendations of citizens; the performance of the duties of full-time National Assembly deputies at the agencies of the National Assembly and the National Assembly Delegation.

During the process of developing the Resolution, the majority of opinions suggested that the resolution should be issued immediately as a basis for local government committees to implement in the work of organizing cadres, especially in preparing to reorganize the structure of full-time National Assembly deputies and personnel of the upcoming Party Committee.

There are some opinions suggesting the time to issue the resolution after the Politburo completes the amendment of Regulation No. 80-QD/TW to supplement new regulations, ensuring consistency with the Party's regulations, avoiding the need to amend the newly issued document.

The Delegation Work Committee finds that the National Assembly Standing Committee's issuance of a resolution immediately to implement the provisions of the Law on the Organization of the National Assembly is necessary, meeting practical requirements and regulations of the law.

Draft the resolution when seeking opinions from construction agencies in the direction of: The Standing Committee of the Provincial Party Committee and the City Party Committee is the competent authority to manage cadres for full-time National Assembly deputies working at the National Assembly Delegation.

Before transferring, rotating, or assigning other work or disciplining a cadre who is a full-time National Assembly deputy, the competent authority must have a written report to seek the opinion of the National Assembly Standing Committee.

However, there are opinions suggesting whether it is appropriate to consider whether the subjects of the Resolution include some Party committees and organizations.

There are opinions suggesting that the Standing Committee of the Provincial Party Committee and the City Party Committee decide on the transfer, rotation, report to the National Assembly Standing Committee and take responsibility for their decisions to ensure appropriate proactiveness and flexibility in decentralizing the management of cadres of the Provincial Party Committee Standing Committee.

The draft resolution used the phrase "Agency competent to manage local cadres according to decentralization" instead of the phrase "Standing Committee of the province, city Party Committee".

Still maintain the regulation that it is necessary to report to the National Assembly Standing Committee before transferring, rotating, and assigning other work to full-time National Assembly deputies.

At the meeting, 100% of the members of the National Assembly Standing Committee present voted to approve the resolution.
