On October 11, 2024, at the Party Central Committee Headquarters, the Politburo reviewed and disciplined Party organizations and Party members who had committed violations and shortcomings. After considering the proposal of the Central Inspection Committee, the Politburo found that:
1. The Standing Committee of the Ha Giang Provincial Party Committee for the 2020 - 2025 term violated the principle of democratic centralism, Party regulations, and Working Regulations; lacked responsibility in leadership, direction, inspection, and supervision, allowing the Provincial People's Committee Party Committee and many organizations and individuals to seriously violate Party regulations and State laws in organizing the implementation of Construction Package No. 4, Tuyen Quang - Ha Giang Expressway Project implemented by Thuan An Group Joint Stock Company; a number of cadres and party members, including key cadres of the province, violated regulations on what party members are not allowed to do and the responsibility to set an example.
2. Comrade Dang Quoc Khanh, during his tenure as a member of the Party Central Committee and Secretary of the Ha Giang Provincial Party Committee, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated the Regulations on what Party members are not allowed to do and the responsibility to set an example, causing serious consequences, risking loss and waste of large amounts of State money and assets, causing bad public opinion, and reducing the prestige of the Party organization and local government.
3. The Standing Committee of the Tuyen Quang Provincial Party Committee for the 2020 - 2025 term violated the principle of democratic centralism and Party regulations; lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing the Party Executive Committee of the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in organizing the implementation of Package 26, the Tuyen Quang - Phu Tho Expressway Construction Investment Project implemented by Thuan An Group Joint Stock Company; a number of cadres and Party members, including key cadres of the province, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated the Regulations on what Party members are not allowed to do and the responsibility to set an example.
4. Comrade Chau Van Lam, during his tenure as a member of the Party Central Committee and Secretary of the Tuyen Quang Provincial Party Committee, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated the Regulations on what Party members are not allowed to do and the responsibility to set an example; caused serious consequences, risked loss and waste of large amounts of State money and assets, caused bad public opinion, and reduced the prestige of the Party organization and local government.
5. The Standing Committee of Phu Tho Provincial Party Committee for the 2010-2015 term violated the principle of democratic centralism, Party regulations, and Working Regulations; lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing the Provincial People's Committee Party Executive Committee and many organizations and individuals to seriously violate Party regulations and State laws in organizing and implementing projects and bidding packages at the Hung Temple Historical Relic Site implemented by Phuc Son Group Joint Stock Company; a number of cadres and Party members, including key cadres of the province, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated the Regulations on what Party members are not allowed to do and the responsibility to set an example.
6. Comrades: Ngo Duc Vuong, former member of the Party Central Committee, former Secretary of the Phu Tho Provincial Party Committee; Nguyen Doan Khanh, former member of the Party Central Committee, former Secretary of the Phu Tho Provincial Party Committee; Hoang Dan Mac, former Secretary of the Phu Tho Provincial Party Committee, during their time holding leadership positions in the Provincial Party Committee, had degraded political ideology, ethics, and lifestyle; seriously violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated the Regulations on what Party members are not allowed to do and the responsibility to set an example; caused very serious consequences, public outrage, and had a very negative impact on the reputation of the Party organization and local government.
7. The Standing Committee of the Quang Ngai Provincial Party Committee for the 2010-2015 and 2015-2020 terms violated the principle of democratic centralism, Party regulations, and Working Regulations; lacked responsibility, slackened leadership, direction, and lacked inspection and supervision, allowing the Provincial People's Committee Party Committee and many organizations and individuals to violate Party regulations and State laws in implementing a number of investment projects in the province, including projects implemented by Phuc Son Group Joint Stock Company, causing serious consequences, risk of loss and waste of large amounts of State money and assets; a number of cadres and Party members, including key cadres, seriously violated Party regulations and State laws in performing assigned duties and tasks, and in preventing and combating corruption and negativity; Violating the regulations on what party members are not allowed to do and the responsibility to set an example, will be disciplined, criminally prosecuted, causing bad public opinion, reducing the prestige of the party organization and local government.
Based on the content, nature, level, consequences, and causes of the above violations by the Party organization and Party members, according to the Party's regulations on disciplining violating Party organizations and Party members, the Politburo decided to impose a warning on the Standing Committee of the Quang Ngai Provincial Party Committee for the 2010-2015 term, the Standing Committee of the Phu Tho Provincial Party Committee for the 2010-2015 term, the Standing Committee of the Ha Giang Provincial Party Committee for the 2020-2025 term, the Standing Committee of the Tuyen Quang Provincial Party Committee for the 2020-2025 term and comrades Dang Quoc Khanh and Chau Van Lam; and a reprimand on the Standing Committee of the Quang Ngai Provincial Party Committee for the 2015-2020 term.
Propose that the Party Central Committee consider and discipline comrades Ngo Duc Vuong and Nguyen Doan Khanh, but not consider disciplining comrade Hoang Dan Mac due to serious illness.
Propose that competent authorities promptly enforce administrative discipline in line with party discipline.
