On October 10, the Government Inspectorate announced the conclusion of the inspection of the responsibility of the People's Committee of Phu Yen province in receiving citizens, handling complaints and denunciations, and preventing corruption; and compliance with policies and laws in land management and use, mineral exploitation, and construction investment management.
A series of violations at projects were "named and shamed"
During the period 2016-2020, the Government Inspectorate (GIA) discovered many violations in land management and use; exploitation of soil, stone, sand, gravel and project implementation in Phu Yen.
Accordingly, the Government Inspectorate determined that there are still many problems in the allocation of forestry land such as not handing over on the field, not defining boundaries leading to overlap and disputes...
There are still errors in the issuance of land use right certificates; the arrangement and handling of public land in the province is still slow, leading to vacancy; the permission to sell some public land according to the resolution of the Provincial People's Council is not in accordance with regulations.
Some projects have been approved by competent authorities for investment policies or have been allocated land or leased land but are slow to be implemented or not implemented, including: Cu Lao Mai Nha high-end resort; Tuy Hoa City coastal international tourist village; Sunrise Phu Yen high-end island resort; New City Vietnam high-end complex tourist area; Phu Yen International General Hospital.
Projects with land prices determined incorrectly include: Dung Tien Auto Showroom, Hotel and Office for Lease Trade Center; Tuy Hoa City International Coastal Tourist Village; Bac Luc Khau New Urban Area (Area A).
TTCP determined that Phu Yen province had approved the investment policy for the Nam Hung Vuong social housing project but it was not included in the approved social housing development program; there was no bidding to select an investor for the Bac Luc Khau new urban area project (Area A)...
Determining land use fees for 6 projects that were not used for the right purposes, causing a loss of more than 21.7 billion VND to the State budget. By December 2022, the units had paid more than 18.6 billion VND, with more than 3.1 billion VND remaining. The outstanding financial obligations as of June 30, 2022 were more than 54.6 billion VND.
Phu Yen province is also slow to implement the Prime Minister's instructions on the following projects: Investment in exploiting the Hon Mo O gold mine in Song Hinh district; Phoenix Garden high-end urban area (Tuy Hoa city) and New City Vietnam high-end tourist complex.
Proposal to review the responsibility of provincial leaders
The Government Inspectorate also discovered many violations in the management of public investment capital in Phu Yen.
According to the Government Inspectorate, regarding the appraisal and approval of investment policies, 18 projects with a total investment of more than VND 3,787 billion have been approved but have not been implemented, stopping at the stage of project investment preparation, causing waste of investment costs. The results of capital plan implementation in the province are still low, reaching only 77.8%.
The inspection, acceptance and payment work was not in accordance with legal regulations, and the economic handling to reduce investment costs for 12 projects and some district-level projects was more than 44 billion VND...
Regarding the above violations, the Government Inspectorate determined that the main responsibility belongs to the Chairman of the Provincial People's Committee, Vice Chairmen of the Phu Yen Provincial People's Committee in charge of the field; directors of departments, branches and investors of projects with violations.
Inspector-General recommended that the Prime Minister direct a review of responsibilities to take disciplinary action against the Chairman and Vice Chairmen of the People's Committee of Phu Yen province in different periods; direct clarification of responsibilities of relevant organizations and individuals for violations.
At the same time, it is recommended that the Chairman of the People's Committee of Phu Yen province organize a review and clarify responsibilities for handling according to authority. Direct the competent authorities to handle the economic issue, with a total amount of more than 261 billion VND...
