The conference summarizes 1 year of deploying forces participating in protecting security and order (ANTT) at the grassroots level, aiming to objectively and comprehensively assess the results of building the organization and operation of this force.
General Luong Tam Quang - Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security - chaired the conference. 70 outstanding and exemplary collectives and individuals participating in security and order protection at the grassroots level attended.
The conference was held online from the Ministry of Public Security's Hall to the bridge points with the participation of more than 28,000 delegates of provincial and commune-level authorities; police officers and soldiers and forces participating in security and order protection at the grassroots level nationwide.
In his opening speech, Minister Luong Tam Quang stated that in recent years, along with building a truly clean, strong, disciplined, elite, and modern People's Public Security Force (CAND), our Party and State have always paid attention to building, developing, and promoting the role of the people's forces participating in protecting security and order at the grassroots level.
Under the leadership of Party committees and authorities at all levels and the guidance of the People's Public Security Forces, forces participating in security and order protection at the grassroots level always complete all assigned tasks well, promptly participate, coordinate with functional forces to effectively carry out the work of preventing and combating all types of crimes and social evils and build the All-people movement to protect national security at the grassroots level.
Based on the position, role and important nature of security and order protection at the grassroots level and to concretize the Party's guidelines and policies, the State's legal policies, the Central Public Security Party Committee and the Ministry of Public Security have advised the Government to submit to the National Assembly for approval the Law on Forces Participating in Security and Order Protection at the Grassroots Level; advised the Government to issue Decree No. 40 dated April 16, 2024 detailing a number of articles of the law; directed and instructed local police to advise local Party committees and authorities to issue documents to implement the law and simultaneously organize the launching ceremony of forces participating in security and order protection at the grassroots level nationwide on July 1, 2024.
Over the past year, ministries, departments, branches and localities across the country have deployed and seriously and effectively implemented the Law on Forces Participating in Security and Order Protection at the Grassroots Level and guiding documents for implementation; awareness of Party committees, authorities, mass organizations and people about the position, role and tasks of forces participating in security and order protection at the grassroots level has been raised; the force participating in security and order protection at the grassroots level has been strengthened; working means, regimes, policies and conditions to ensure the operation of the force have been given more attention.
Initially, the forces participating in security and order protection at the grassroots level have promoted their role as a voluntary mass force as the core in supporting the Commune-level Police to grasp the situation of security and order, build a movement for the entire people to protect national security, prevent, fight, rescue, administrative management of social order, mobilize and educate people who have violated the law at the grassroots level, patrol to ensure security and order, traffic safety...
The conference was held to objectively and comprehensively assess the results of implementation, organization and operation of forces participating in security and order protection at the grassroots level; difficulties, obstacles, inadequacies and causes; draw lessons after more than 1 year of implementation and agree on directions, tasks and solutions for implementation in the coming time; at the same time, commend and honor collectives and individuals in the forces participating in security and order protection at the grassroots level with outstanding achievements in the past year.
