The National Assembly has just issued Resolution No. 197/2025/QH15 on a number of mechanisms and policies that especially create breakthroughs in law making and enforcement.
The Resolution requires ensuring improvement of the quality and efficiency of law making and enforcement, meeting the requirements of national development in the new era.
Implement special financial mechanisms and policies with outstanding norms and spending contracts according to tasks and activities; regimes and policies on treatment for those participating in law-making work and some tasks and activities of law enforcement organizations directly supporting law-making associated with functions, tasks, activities and job positions.
Ensure the application of special mechanisms and policies to the right subjects, publicly, transparently, effectively and economically; prevent and combat corruption, waste, negativity, group interests, locally, prevent all manifestations of profiteering in the work of law making, organization and enforcement and in the implementation of special mechanisms and policies prescribed in this Resolution.
Strictly handle corruption, negative behavior, group interests, and locality in law-making and organization of enforcement in accordance with the nature and severity of violations by taking measures to discipline the Party, administrative discipline, handle administrative violations, and handle crimes according to Party regulations and State laws.
According to the resolution, people who directly and regularly work as a consultant in strategic research, policy, and law-making at a number of agencies and units are entitled to receive monthly support equal to 100% of the salary according to the current salary coefficient (excluding allowances), including:
National Assembly deputies working full-time; People's Council deputies working full-time at the provincial level; leaders, civil servants, and officers of the armed forces with job positions in law-making, legal documents, inspection of legal documents, international dispute resolution, and researchers of agencies and units specified in Appendix I issued with this Resolution.

The National Assembly also decided to reduce the total expenditure on the development of international laws, resolutions and treaties by about 30% compared to the previous proposal.
In the approved content, the total expenditure for a new law, the Code of replacing the current Code decreased from VND 20 billion to VND 14 billion; The new law, the current law replacing the law decreased from VND 18 billion to VND 12.5 billion; A law amending a number of articles of the Code decreased from VND 10 billion to VND 7 billion ...

Particularly for the total spending on the development of a number of legal documents of the provincial government, the National Assembly decided to increase compared to the previous proposal. The resolution of the provincial People's Council was increased from VND 200 million to VND 250 million, while the People's Committee's decision kept VND 100 million.
The National Assembly also agreed to keep the quota for the development of legal documents for commune-level authorities.
This Resolution takes effect from July 1, 2025.
