Recently, 28 Decrees have been issued regulating decentralization, delegation of authority and division of authority between the Government and local governments at 2 levels, creating a complete and clear legal corridor to organize the operation of the local government system in a proactive, effective, seamless and uninterrupted manner starting from July 1, 2025.
In particular, Decree 152/2025/ND-CP stipulates decentralization and delegation of authority in the field of emulation and rewards; details and guides the implementation of a number of articles of the Law on Emulation and Rewards, effective from July 1, 2025.
Accordingly, individuals who achieve the title of "National Emulation Fighter" are awarded a Certificate, frame, Badge, Badge container and are rewarded 4.5 times the basic salary.
Individuals who achieve the title of emulation fighter of ministries, departments, branches, and provinces will be awarded Certificates, frames, Badges, and Bars of Badges and will be awarded 3 times the basic salary.
Individuals who achieve the title of "Emulation Fighter at the grassroots level" are awarded a Certificate, a framework and are awarded a one-time basic salary and individuals who achieve the title of "Advanced Worker", "Advanced Fighter" are awarded 0.3 times the basic salary.
Collectives achieving the title of "Excellent Labor Collective", "Determined-to-Win Unit" are awarded Certificates, frameworks and are awarded 1.5 times the basic salary; achieving the title of "Advanced Labor Collective", "Advanced Unit" are awarded 0.8 times the basic salary.
In addition, collectives that achieve the title of typical commune, ward, or special zone will be awarded a Certificate and a framework and will be rewarded with 2 times the basic salary. Also achieving the title of village or cultural residential group awarded a Certificate, framework and being rewarded 1.5 times the basic salary;
In addition, the Decree also stipulates that those who achieve the title of "Government Emulation Flag" are awarded flags and are awarded 12 times the basic salary and those who achieve the emulation flag title of ministries, departments, branches and provinces are awarded flags and are awarded 8 times the basic salary;
The emulation flag title of the military region, military group, army, service group, general department and equivalent belongs to the Ministry of National Defense, Government Cipher Committee; the emulation flag of the National University is awarded and rewards are 6 times the basic salary.
According to Decree 73/2024/ND-CP, the basic salary is 2.34 million VND/month. Therefore, individuals who achieve the title of "Emulation Fighter at the grassroots level" will be rewarded with 2.34 million VND.
