According to information from the Ministry of Home Affairs, in the past, 28 Decrees have been issued regulating decentralization, delegation of authority and division of authority between the Government and local governments at 2 levels, creating a complete and clear legal corridor to organize the operation of the local government system proactively, effectively, seamlessly, without interruption starting from July 1, 2025.
In particular, Decree 152/2025/ND-CP stipulates decentralization and delegation of authority in the field of emulation and rewards; details and guides the implementation of a number of articles of the Law on Emulation and Rewards, effective from July 1, 2025.
Decree 152/2025/ND-CP stipulates the bonus level for emulation titles for individuals who achieve the title of "National Emulation Fighter" awarded certificates, frames, badges, and medal boxes and are awarded 4.5 times the basic salary.
In addition, individuals who achieve the title of emulation fighter of ministries, departments, branches, and provinces will be awarded certificates, frames, badges, and badge boxes and will be rewarded with 3 times the basic salary.
The title of "Emulation Fighter at the grassroots level" will be awarded a certificate, a framework and a one-time bonus of the basic salary; the title of "Advanced Worker", "Advanced Fighter" will be awarded 0.3 times the basic salary.
According to the above regulations, cadres, civil servants, public employees, and workers who achieve the title of "Advanced Worker" will be rewarded with 0.3 times the basic salary, equivalent to 702,000 VND, when applying the current basic salary of 2.34 million VND.
Article 4 of Decree 152/2025/ND-CP stipulates the principles for considering emulation titles and forms of commendation as follows:
- Rewards must be based on conditions, standards and achievements, it is not necessary to have a form of low-level reward to be rewarded at a higher level.
- The competent authority rewards or proposes that superiors reward emulation titles and forms of reward for cases that meet the conditions, standards, procedures, and records according to regulations.
- The results of the special achievement and emulation award according to the topic are not used as a basis for proposing that superiors reward meritorious services.
- Not yet reward or propose to superiors to reward individuals or groups while the competent authority is considering disciplinary action or investigating, inspecting, and examining when there are signs of violations or there are complaints, denunciations, or corruption or negativity issues mentioned by the press that are being verified.
In case an individual or collective is disciplined, after complying with the disciplinary period, the individual or collective achieves results, the reward results will be calculated from the time of completing the disciplinary period.
After the competent authority has concluded the inspection, examination or verified documents clarifying that the individual or group has no violations or there are no signs of violations, the competent authority shall carry out the reward or propose a reward according to regulations.
Maternity leave for individuals according to regulations is calculated to consider awarding emulation titles and forms of commendation.
