On April 18, the People's Committee of Nam Dinh province issued a plan to collect voters' opinions on representing households and completing the dossier on the Project to merge Ha Nam province, Ninh Binh province and Nam Dinh province; Project to reorganize commune-level administrative units of Nam Dinh province in 2025.
The plan clearly states that the content of collecting opinions from people who are voters representing households must be well implemented according to the regulations of the Central Government and must ensure publicity, democracy, and compliance with the law. Voters will be asked to give their opinions on two main contents: the arrangement of commune-level administrative units to establish a new commune-level administrative unit and the arrangement of provincial-level administrative units: merging Nam Dinh province, Ninh Binh province and Ha Nam province into a new province.
Regarding the Project to merge Nam Dinh province, Ninh Binh province and Ha Nam province, it is necessary to collect voters' opinions on representing households in the whole province.
For the Project on reorganizing commune-level administrative units, collect voters' opinions on representing households in commune-level administrative units directly affected.
Documents for collecting voters' opinions are posted on the Provincial People's Committee's Electronic Information Portal; Electronic Information Portal of District People's Committees, cities and commune-level People's Committees; listed at the headquarters of commune-level People's Committees and community activity points. At the same time, propagate and disseminate on local mass media, at village (hamlet) and residential group meetings during the time of organizing the collection of voters' opinions on representing households.
According to the implementation roadmap for the commune level, the collection of voters' opinions on household representatives will be completed before April; for the district level, it will be completed on April; for the provincial level, it will be completed on April 25.
After the Nam Dinh Provincial People's Council meeting, the Nam Dinh Provincial People's Committee will complete the dossier to merge the 3 provinces, send it to the Ninh Binh Provincial People's Committee, with completion time on April 28.
Nam Dinh province will complete the dossier of the Project on the arrangement of commune-level administrative units in Nam Dinh province to submit to the Ministry of Home Affairs and the Government, with completion time before April 30.
