Sustainable development associated with the practical needs of the people
In the group discussion session at the 9th Extraordinary Session of the 15th National Assembly, General Secretary To Lam emphasized that in order to develop the country, there are two very important tasks in many tasks. One is to have growth. With growth, people's lives must be improved, meeting the increasingly high needs of people in all fields. These two tasks need to be continuously ensured and linked together.
According to General Secretary To Lam, improving people's quality of life in all aspects is a measure of the effectiveness of the State, not simply measured by growth figures. Where to go growth, what to do if it cannot meet the needs of the people?
The General Secretary's message is not only a reminder but also a guideline in the process of policy making and implementation.

Associate Professor, Dr. Le Quoc Ly - former Deputy Director of the Ho Chi Minh National Academy of Politics - said that in his speech, General Secretary To Lam mentioned a very important message, which should be directed towards that is that the quality of life of the people is the real measure of development.
Mr. Ly emphasized that economic growth is only meaningful when improving people's lives. GDP or growth rate does not fully reflect if not accompanied by real income, healthcare, education and social security. Sustainable development must be associated with practical needs, and the effectiveness of the State is measured by the ability to meet basic needs such as healthcare, education, housing, employment and a safe living environment.
Simplifying administrative procedures, reducing time and costs for people

Mr. Nguyen Tuc - Chairman of the Advisory Council on Culture and Society, Central Committee of the Vietnam Fatherland Front - said that one of the important factors in improving the quality of life of people is administrative reform.
Over the years, information on the Administrative Reform Index (PAR INDEX), the Administrative Service satisfactory index (SIPAS) of ministries, branches and localities have been published for ministries, branches and localities to make innovations to better serve the people. For example, Quang Ninh, Hai Phong, Hanoi, Bac Giang... are localities with high scores in administrative procedure reform indicators.
"People's satisfaction is the most real reflection of the effectiveness of the State's operations. When administrative procedures are simplified, reducing time and costs for people, that is when the State truly serves the people" - Mr. Tuc emphasized.
According to Mr. Nguyen Tuc, to realize the goal of improving the quality of people's lives, there should be synchronous solutions in promoting institutional reform and administrative procedures, building a modern, transparent and efficient administration. At the same time, it ensures that people have access to basic services on social security better and better, developing the economy along with environmental protection, ensuring sustainable development and long-term quality of life. On the other hand, it is necessary to continue to strongly apply digital transformation, apply technology in State management and public services, helping to reduce time, costs and save society.
The very profound message of General Secretary To Lam mentioned that with growth, people's lives must be improved, meeting the increasing needs of people in all fields. That is real and sustainable growth, said Mr. Tuc.
Sustainable growth towards a strong nation
Associate Professor, Dr. Le Quoc Ly commented that after nearly 40 years of Doi Moi, Vietnam has achieved many important achievements, escaping poverty and becoming a country with rapid economic growth. However, compared to the region and the world, many countries such as Korea or Japan have made remarkable progress. This requires Vietnam to continue to innovate, determined to grow quickly and sustainably, improve people's lives, and move towards the goal of a rich and powerful nation according to the Resolution of the Party Congress.
