On the afternoon of May 15, the National Assembly discussed in groups the draft Resolution of the National Assembly on mechanisms and policies for private economic development.
Speaking, Minister of Finance Nguyen Van Thang said that the subjects of the draft include enterprises, business households, business individuals, and other related organizations and individuals.
Regarding the behavior to harmonize the interests between state-owned enterprises and people; between business households and small and medium-sized enterprises, Minister Nguyen Van Thang said that he has researched and calculated this very carefully.
According to the Minister, to implement Resolution No. 68-NQ/TW on private economic development, the Government focuses on building a Resolution on all issues under the Government's authority.
In addition, the Government submitted to the National Assembly to issue a Resolution to implement contents related to the authority of the National Assembly. Thus, to realize Resolution 68, there will be two resolutions.
With 5 million business households, we hope that businesses can grow up to be ready to switch to operating according to the business model. Or for small and medium-sized enterprises that can grow and have great opportunities, people are also willing to strive to become small and medium-sized enterprises," said the Minister.
Therefore, the Minister said that the draft Resolution has policies to support both medium-sized enterprises, small enterprises and large enterprises.
"We are also very worried, if we favor business households too much, people will not want to grow up anymore. Or if the incentives for small and medium-sized enterprises are too big, people will not want to grow them, the Minister shared and said that during the consultation process, the Ministry of Finance has studied this issue very carefully.
According to the commander of the Finance sector, the current policy mechanism stated in the draft Resolution is trying to "match" priority policies between business households and small and medium-sized enterprises together.
"Just as we treated business households before, now there must be clearer regulations to avoid taking advantage and to make business households operate more transparently," said the Minister.
Delegate Nguyen Manh Hung - Member of the National Assembly's Economic and Financial Committee is interested in the regulation on strict handling of acts of abusing inspection and examination to harass and cause difficulties for businesses. However, it is necessary to increase the ban because strict handling is not enough to deter.
"Do not use strict handling but instead use the word " prohibiting" the abuse of inspection and examination to harass, causing difficulties for businesses, business households and individuals," the delegate stated.
Regarding the tax incentive mechanism for innovative startups (exempt from corporate income tax for 2 years, reduce 50% for the next 4 years), tax exemption for small and medium enterprises for the first 3 years, the delegate said that this mechanism is still not commensurate with the current State's incentives for FDI.
Currently, we exempt FDI corporate income tax for the first 4 years and reduce tax by 50% for the next 9 years. Therefore, the incentive for innovative enterprises compared to FDI is not commensurate. Therefore, consider giving them a higher incentive.
Regarding the tax exemption for small and medium-sized enterprises, Mr. Hung said that sanctions are needed to predict that enterprises will start operating for 3 years and then go bankrupt, then create more to abuse the policy.
