According to VNA, after more than 8 hours of flight, at 10:23 a.m. on October 23, local time (ie 2:23 p.m. Hanoi time), the plane carrying Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation arrived at Kazan International Airport, Tatarstan Republic, Russia, to begin a working trip to attend the BRICS Leaders' Meeting at the invitation of Russian President Vladimir Putin, BRICS Chair in 2024.
Welcoming Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation at the airport, on the Russian side were the Prime Minister of the Republic of Tatarstan, First Deputy Mayor of Kazan City, Minister of the Government of the Republic of Tatarstan, Deputy Director of the Protocol Department, Ministry of Foreign Affairs of the Russian Federation.
On the Vietnamese side, there were Vietnamese Ambassador to the Russian Federation Dang Minh Khoi; Vietnamese Consul General in Ekaterinburg Nguyen Mai Huong and Vietnamese expatriates in the Russian Federation.
This is the first time the head of the Vietnamese Government has attended the BRICS Conference, and is also the first working trip of Prime Minister Pham Minh Chinh in his new position to the Russian Federation.
As soon as he stepped down the stairs of the plane, on the red carpet, between two rows of honor guards, the Russians welcomed Prime Minister Pham Minh Chinh with a special traditional ceremony, inviting the distinguished guest to eat salted bread and sweet candy.
During the working trip, Prime Minister Pham Minh Chinh is expected to attend and speak at the Plenary Session of the BRICS Summit and Sessions within the framework of the BRICS Summit.
Along with that, Prime Minister Pham Minh Chinh had bilateral meetings with leaders of the host country Russia and senior leaders of countries/international organizations attending the conference; met with representatives of the Vietnamese community in Russia; and received a number of Russian businesses to promote economic cooperation between Vietnam and the Russian Federation.
Prime Minister Pham Minh Chinh's working trip to Russia to attend the expanded BRICS Summit took place in the context of the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation continuing to develop well.
This year, the two countries celebrate the 30th anniversary of the signing of the Treaty on the Basic Principles of Friendly Relations; in 2025, the two countries celebrate the 75th anniversary of the establishment of Vietnam-Russian Federation diplomatic relations.
The two countries maintain a high level of trust. The State visit of Russian President Vladimir Putin to Vietnam in June 2024 was a great success, affirming the loyal relationship and continuing to create momentum for the development of mutually beneficial bilateral cooperation in all fields.
The recent visit to Russia by National Assembly Chairman Tran Thanh Man contributed to consolidating and continuing to develop the Vietnam - Russia comprehensive strategic partnership in a practical and effective manner.
Prime Minister Pham Minh Chinh's participation in the BRICS Summit will convey the image of a peaceful, cooperative, developing, dynamic and innovative Vietnam; demonstrate Vietnam's role and responsible contribution to multilateral mechanisms, in order to contribute to solving global challenges, promoting sustainable and inclusive development, enhancing the role and voice of developing countries in the international arena; and at the same time continue to promote and deepen the cooperative relationship between Vietnam and the Russian Federation and other countries.
