The whole country currently has 89,574 villages and residential groups (TTDP) and an average of 27 TTDP/1 commune-level unit, according to statistics from the Ministry of Home Affairs.
In Directive No. 21/CT-TTg dated May 20, 2026, the Prime Minister requested the People's Committees of provinces and cities to urgently organize a review of the entire TTDP in the area; develop an overall plan to arrange and reorganize the TTDP, report to the Party committees at the same level before promulgation; complete before June 10, 2026.
This includes a plan to consolidate the team of non-specialized personnel at TTDPs after arrangement and support policies according to regulations; and at the same time resolve regimes and policies for people who do not continue to participate in non-specialized activities at TTDPs.
Thus, today (June 9), 34 provinces and cities will have to complete the overall plan to arrange and reorganize TTDP.
Implementing the policy of arranging TTDP, Quang Ninh province currently has 1,452 villages, hamlets, and neighborhoods, of which many units still do not meet the criteria according to regulations. The whole province still has 168 villages, hamlets, and neighborhoods with a scale of less than 450 households; 989 villages with a scale of less than 350 households and 51 villages that have not reached 50 households.
Based on reviewing and carefully considering the actual conditions in each locality and region, localities have proposed to arrange to reduce 1,452 villages, hamlets, and neighborhoods to 624 new TTDPs, a decrease of 57% of units compared to the present.
The province requests departments, branches, and localities to urgently complete the arrangement plan before June 10, ensuring the completion of preparations for new villages, hamlets, and neighborhoods to officially go into stable operation from July 1.
And the local authorities of Lam Dong province are developing a plan to arrange TTDP with the orientation of reducing at least 50% of the existing TTDP to streamline the apparatus.
In Da Nang, after arrangement, villages must have 300 or more households, and residential groups must have 450 or more households. Currently, the whole city has 488 villages with a scale of less than 300 households, accounting for 45.4%; of which 102 villages are subject to merger and 51 villages have specific elements.
For TDPs, there are 2,923 groups with a scale of less than 450 households, accounting for 94.9%; of which 2,932 groups are subject to arrangement and 73 groups have specific elements according to regulations.
In which Son Tra ward alone, the locality currently has 268 TDPs. According to the plan, after arrangement, there will be more than 41 TDPs.

Hai Phong City currently has 3,668 TTDPs. Through review, there are 2,116 TTDPs that do not meet the standards for the scale of households according to Decree 185 of the Government.
To date, 114 communes, wards, and special zones in the area have completed and sent plans to arrange TTDP. On that basis, the Department of Home Affairs completes the overall plan and submits it to the City People's Committee for consideration.
In Quang Ngai province, this locality will carry out synchronous restructuring of 1,095 units to standardize scale, streamline the apparatus and reduce a total of 546 redundant TTDP, striving to complete the entire roadmap before June 30, 2026.
Through a comprehensive review of the current situation, Quang Ngai currently has 1,710 villages, hamlets, and residential groups, but up to 700 units (accounting for 40.94%) do not meet the standards for household size according to new regulations.
In addition, after the rearrangement of provincial and commune-level administrative units in 2025, the number of TTDPs belonging to each commune-level unit has increased significantly, creating great pressure on the management and administration of local authorities.
