Politburo member, Standing Deputy Prime Minister Pham Gia Tuc has just signed Directive No. 25/CT-TTg dated June 9, 2026 on strengthening the fight against smuggling, transportation, production, trading, storage, and illegal use of cigarettes in the new situation.
In the directive, the Prime Minister requested the Central Committee of the Vietnam Fatherland Front and member organizations to closely coordinate with ministries, branches, and local authorities to mobilize union members, association members and people to participate in building a nationwide movement to fight against smuggling, transportation, production, trading, storage, and illegal use of cigarettes, e-cigarettes, and heated tobacco.
It is proposed that the Provincial and City Party Secretaries lead and direct Party committees at all levels and the political system in localities to actively participate in the fight against smuggling, transportation, production, trading, storage, and illegal use of cigarettes, e-cigarettes, and heated tobacco.
Ministers, Heads of ministerial-level agencies, Chairmen of Provincial and City People's Committees lead and direct sectors, functional forces and local authorities to effectively combat acts of smuggling, transportation, production, trading, storage, and illegal use of cigarettes, e-cigarettes, and heated tobacco within the scope, field, and area of management.
The Chairman of the Provincial or City People's Committee is responsible to the Prime Minister for the situation of smuggling, transporting, producing, buying, selling, storing, and illegally using cigarettes, e-cigarettes, and heated tobacco in the locality. It is strictly forbidden for officials, civil servants, and public employees to buy, sell, store, and use smuggled cigarettes, e-cigarettes, and heated tobacco.
Periodically every 6 months, 1 year and unexpectedly, ministries, branches, and localities report the results of implementing the Directive, send it to the National Steering Committee for Combating Smuggling, Trade Fraud and Counterfeit Goods for synthesis and reporting to the Prime Minister.
The Ministry of Public Security directs professional forces and local police to strengthen the work of grasping the situation in cyberspace and in key areas; organize patrols and control of the area, detect and establish specialized cases, resolutely fight and thoroughly handle acts of smuggling, transporting, producing, buying, selling, and storing illegal cigarettes, e-cigarettes, and heated tobacco.
At the same time, coordinate with procedural agencies to accelerate the progress of investigation, prosecution, and trial of cases; promptly publicize the results in the mass media for general deterrence and prevention.
The Ministry of National Defense directs the Coast Guard force to strengthen patrols and controls, promptly detect and dismantle lines, groups, and subjects smuggling and illegally transporting cigarettes, e-cigarettes, and heated tobacco, associated with maintaining security and order in sea areas.
The Ministry of Finance directs the Customs force to do a good job of professional work, closely coordinate with relevant forces to detect and promptly handle acts of smuggling and illegal transportation of cigarettes, e-cigarettes, and heated tobacco through customs areas.
Specifying the tasks of the People's Committees of communes/wards/special zones in handling acts of smuggling, transporting, producing, buying, selling, storing, and illegally using cigarettes, e-cigarettes, and heated tobacco.
Attach the responsibility of the Chairman of the People's Committee of commune/ward/special zone to the work of combating smuggling, transportation, production, trading, and illegal use of cigarettes, e-cigarettes, and heated tobacco in the managed area.
