The Conclusion clearly states the requirement to focus on building Party leadership agencies at the Central level to truly be the intellectual core, a "general staff", a pioneering team of state agency leaders; building truly streamlined, efficient, effective and efficient advisory agencies of local Party committees and authorities, ensuring that agencies and organizations in the political system operate smoothly, serving people and society well, meeting the requirements of national development in the new development stage.
Complete the function of advising and organizing the implementation of mass mobilization work, gathering and mobilizing the masses; model of managing national media agencies and newspapers, in accordance with the requirements in the new situation.
Urgently effectively and synchronously implement the institutions on personnel work; especially focus on strictly implementing newly issued regulations, especially in the assessment, training, and use of cadres, ensuring democracy, publicity, fairness, and objectivity in a consistent, continuous, multi-dimensional, and multi-dimensional direction, with criteria, associated with specific products, according to job positions and title standards; attach importance to prestige in the Party and trust among the people; in accordance with the policy of "in, out, out," "up, up, down".

Strengthen effective and substantial control of power in personnel work; resolutely overcome weaknesses, inadequacies and loopholes in personnel work.
Fight resolutely and effectively against acts of running for office and power; attach importance to political, ideological and ethical education, raise the sense of responsibility, self-respect and honor of cadres.
Timely replace cadres with weak capacity, lack of responsibility, low prestige, and violations and cadres in agencies, units, and localities with weak task implementation results without waiting for the end of their term or appointment term.
