Accordingly, when considering the arrangement of personnel for leadership positions in new communes and wards, relevant agencies will base on the political qualities, capacity, strengths, prestige, experience, work results and specific product efficiency of each cadre.
Notably, an important principle is applied that "preference must be based on order of priority" for selection. In case there are many cadres holding equivalent positions, priority will be given to selecting those in the planning for higher positions or positions expected to be assigned.
For example, when it is necessary to appoint a new Deputy Secretary of the Commune Party Committee, if there are many candidates from the district level, priority will be given to those who are members of the Standing Committee of the District Party Committee and are in the planning of the Secretary or Deputy Secretary of the district.
For the title of Commune Secretary, it will first consider officials who are members or district secretaries. If necessary, it will be considered for the Deputy Secretary of the District Party Committee, then members of the Standing Committee, Vice Chairman of the People's Council or the District People's Committee. From cadres in the Standing Committee, leaders of People's Councils and People's Committees at the district level, to department heads, deputy heads and commune cadres with outstanding abilities.
In professional positions such as department heads and deputy heads or specialists, the selection order is arranged from cadres holding leadership positions in the district, down to department heads and specialists with outstanding achievements and abilities.
Complete the arrangement of cadres before July 1
In addition to the source of cadres in districts, towns and cities, the Hanoi Party Committee will also mobilize and rotate a part of cadres from the city's departments, branches and sectors to new communes.
Accordingly, for the position of Party Committee Secretary, first of all, cadres under the planning of the City Party Executive Committee members will be considered.
