Minister of Public Security Luong Tam Quang signed Circular 04/2025 amending Circular 34/2019 stipulating the Interior Command of the People's Public Security, Circular 35/2019 stipulating the orders of the People's Public Security team and Circular 36/2019 stipulating the People's Police Ceremony.
Accordingly, Circular 04/2025 amended and supplemented Article 43 stipulating the ban for officials and soldiers of the People's Public Security as follows:
Firstly, put your hand in your pocket or pocket when on duty; Wear dark glasses when directly solving work with others. In case of wearing dark glasses as directed by the doctor or to ensure the health of officials and soldiers, the heads of units of the Ministry of Public Security, the Director of the Police Department of the province and the centrally -run cities agreed.

Men's officers and soldiers let their hair long their ears, their nape or their hair cut their hair close to the scalp, except for bald heads; Leave beards, mustaches on the chin, on the neck and on the face, except for the pathology as directed by the doctor; Men's officers and soldiers perforated and pierced; Female officers and soldiers are perforated and pierced at the other position.
In case of work requirements, the heads of units of the Ministry of Public Security, Director of the Police Department of the province and city directly under the Central Government shall decide the cadres and soldiers to implement the contents specified in this Clause.
Thirdly, wearing People's Police costumes to eat and drink at the restaurant opened on the sidewalk in contravention of regulations; Smoking when on duty, in office, meeting room, hall and in places where smoking is prohibited.
Fourthly, illegal gambling in any form; superstition, divination; Use alcohol, beer and alcohol before, during working hours, even on mid -shift meals during the working day, on duty; Drinking alcohol, beer drunk in any case, anytime, anywhere; violating the provisions of the law on the use of addictive substances; control vehicles participating in traffic but in the blood or breath with alcohol content; Leaving the position (deserted with no reason).
