On February 21, 2025, the Chairman of the Ninh Binh Provincial People's Committee issued a series of decisions on the transfer and appointment of department-level cadres to reorganize and streamline the apparatus.
Accordingly, Mr. Do Van Phong - Deputy Director of the Department of Planning and Investment was transferred to the position of Deputy Director of the Department of Tourism;
Mr. Duong Viet Yen - Deputy Director of the Department of Labor - Invalids and Social Affairs, holds the position of Deputy Director of the Department of Culture and Sports;
Mr. Nguyen Tien Dung - Deputy Director of the Department of Natural Resources and Environment, holds the position of Deputy Director of the Department of Tourism.
At the same time, there were a number of other department-level leaders mobilized and rotated.
However, immediately after receiving the transfer decision, Mr. Do Van Phong, Mr. Duong Viet Yen and Mr. Nguyen Tien Dung wrote an application for early retirement according to the Government's regulations No. 178/2024/ND-CP to enjoy the policy before March 1, 2025.
Therefore, just 7 days later, on February 28, 2025, the Chairman of the Ninh Binh Provincial People's Committee issued many decisions to revoke the decisions to transfer and appoint the above officials for Mr. Do Van Phong, Mr. Duong Viet Yen and Mr. Nguyen Tien Dung.
Discussing with Lao Dong about the above issues, Mr. To Van Tu - Head of the Organization Committee of Ninh Binh Provincial Party Committee said that the transfer and appointment of the above department-level leaders aims to arrange and streamline the apparatus and all take into account the capacity and qualifications of individuals, while applying for early retirement according to regulations is the right of each person.
