On the morning of December 31, 2025, in Hanoi, the Ho Chi Minh National Academy of Politics organized a ceremony to announce the Politburo's decision on personnel work.
Accordingly, the Politburo transferred, assigned, and appointed Mr. Le Hai Binh, Alternate Member of the Party Central Committee, Standing Deputy Minister of Culture, Sports and Tourism, to hold the position of Deputy Director of the Ho Chi Minh National Academy of Politics.
Prof. Dr. Nguyen Xuan Thang, Member of the Politburo, Secretary of the Party Committee, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, presented the decision and flowers to congratulate Mr. Le Hai Binh.
Mr. Le Hai Binh was born on June 20, 1977. Hometown: Hai Phong City. He is a Alternate Member of the 13th Party Central Committee. He holds a Master's degree in political theory; is a Associate Professor of Political Science, Doctor of International Relations.
Before being transferred and appointed as Deputy Director of the Ho Chi Minh National Academy of Politics, Mr. Le Hai Binh held the position of Deputy Secretary of the Party Committee (from June 2025), Standing Deputy Minister of Culture, Sports and Tourism (from February 2025).
During his work, Assoc. Prof. Dr. Le Hai Binh has held many positions at the Ministry of Foreign Affairs such as: Working at the Asia 2 Department (now the Southeast Asia - South Asia - South Pacific Department); Attache of the Vietnamese Embassy in Brunei; Specialist, Secretary of the Ministry's Leadership and then Secretary of the Minister of Foreign Affairs; Secretary of the Minister cum Deputy Director of the Department of Foreign Policy; Deputy Director of the Department of Foreign Policy cum Deputy Director of the Institute for Strategic Studies (Diplomatic Academy).
He has held the positions of Deputy Director of the Press and Information Department, Ministry of Foreign Affairs; Acting Director, Director of the Press and Information Department; Spokesperson of the Ministry of Foreign Affairs; Deputy Director of the Diplomatic Academy, concurrently holding the position of Director of the Institute for Strategic Studies, Diplomatic Academy; Director of the Department of Foreign Information and International Cooperation, Central Propaganda and Training Commission.

From November 2019 - August 2021: He was Deputy Head of the Specialized Committee of the Central Steering Committee for Foreign Information Work, Director of the Department of Foreign Information and International Cooperation, Central Propaganda and Training Commission.
January 30, 2021: At the 13th National Party Congress, Mr. Le Hai Binh was elected as a Alternate Member of the 13th Central Committee of the Party, term 2021-2026.
From August 2021 - March 2024: He held the position of Deputy Head of the Central Propaganda Department. From March 2024 - February 2025: He was Editor-in-Chief of the Communist Review Magazine.
February 25, 2025: He holds the position of Deputy Minister of Culture, Sports and Tourism (according to Decision No. 400/QD-TTg of the Prime Minister), then is assigned to hold the position of Standing Deputy Minister of Culture, Sports and Tourism.
June 26, 2025: At the 1st Congress of Delegates of the Party Committee of the Ministry of Culture, Sports and Tourism for the term 2025-2030, Assoc. Prof. Dr. Le Hai Binh was appointed as Deputy Secretary of the Party Committee of the Ministry of Culture, Sports and Tourism for the term 2025-2030.
