At the meeting, delegates reviewed the submission and draft Resolution on regulating support policies for cadres, civil servants, public employees, and employees working at the Provincial Public Administration Service Center, Commune-level Public Administration Service Centers in Hung Yen province; Submission and draft Resolution on regulating a number of preferential policies and investment support in the fields of digital transformation, network security, semiconductors, electronic connectivity, construction of laboratories, innovation centers in Hung Yen province, from 2025 to 2030.
Notably, at the meeting, delegates of the People's Council of Hung Yen province voted to dismiss Mr. Nguyen Khac Than from the position of Chairman of the People's Committee of Hung Yen province for the 2021 - 2026 term (due to transfer to work as Secretary of the Nghe An Provincial Party Committee). After that, the People's Council of Hung Yen province elected the Chairman of the Provincial People's Committee for the 2021 - 2026 term.
Mr. Pham Quang Ngoc - Deputy Secretary of the Hung Yen Provincial Party Committee, term 2025-2030 - was elected Chairman of the Hung Yen Provincial People's Committee, term 2021-2026.
Yesterday (November 11), Mr. Nguyen Van Tung - Head of the Department of Localities I (Central Organizing Committee), announced the decision of the Secretariat to transfer and appoint Mr. Pham Quang Ngoc - Chairman of the Ninh Binh Provincial People's Committee, to join the Executive Committee, Standing Committee and hold the position of Deputy Secretary of the Hung Yen Provincial Party Committee for the 2025-2030 term.
Mr. Pham Quang Ngoc (born in 1973, from Ninh Binh province) has a PhD in animal husbandry, Master's degree in environmental science, bachelor's degree in biology, and advanced political theory.
He has held many leadership positions in Ninh Binh such as: Chairman of the District People's Committee, Secretary of the Yen Khanh District Party Committee, Head of the Provincial Party Committee's Propaganda Department, Vice Chairman of the Provincial People's Committee.
On December 9, 2020, he was elected by the Ninh Binh Provincial People's Council to hold the position of Chairman of the Ninh Binh Provincial People's Committee and will continue to be assigned to this position after the merger until June 30, 2025.
