Previously, on the same morning, the Central Organizing Committee announced the Decision of the Central Party Secretariat on Mr. Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Lao Cai Provincial People's Committee to cease participating in the Provincial Party Executive Committee, the Provincial Party Standing Committee, and cease holding the position of Deputy Secretary of the Lao Cai Provincial Party Committee for the 2025 - 2030 term.
At the same time, Mr. Tran Huy Tuan was transferred and appointed to join the Provincial Party Executive Committee, the Provincial Party Standing Committee, hold the position of Deputy Secretary of the Ninh Binh Provincial Party Committee for the 2025 - 2030 term and introduced to be elected as Chairman of the Ninh Binh Provincial People's Committee for the 2021 - 2026 term.
Mr. Tran Huy Tuan, born in 1974, hometown in Hoang Thang commune, Van Yen district, the old Yen Bai province (now Lao Cai province). He is of the Tay ethnic group, with professional qualifications as an Irrigation Engineer, Bachelor of Political Economics, Master of Natural Resources and Environment Economics. He has a high level of political theory.
During his working career, he held positions such as: Head of the Yen Bai Irrigation Project Management and Construction Project Management Board; Deputy Director of the Department of Agriculture and Rural Development of Yen Bai province; Chief of Office of the Yen Bai Provincial People's Committee; Secretary of the Van Yen District Party Committee; Head of the Yen Bai Provincial Party Committee's Organization Board; Deputy Secretary of the Yen Bai Provincial Party Committee; Chairman of the Yen Bai Provincial People's Committee; Secretary of the Yen Bai Provincial Party Committee.
After the merger, on June 24, 2025, he was transferred and appointed to hold the position of Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lao Cai province, term 2021 - 2026.
