On the morning of February 27 at the Government Headquarters, a Government Standing Committee Conference on State-owned Enterprises (SOEs) was held with the theme "Defense and solutions to contribute to double-digit economic growth, rapid and sustainable national development".
About 16,000 workers are needed for the new railway line
According to the Government's Electronic Information Portal, at the Conference, Mr. Dang Sy Manh - Chairman of the Board of Members (BOD) of Vietnam Railway Corporation - said that 2025, in addition to accelerating, breaking through, and reaching the term, is also the year the Corporation focuses on implementing related contents of the investment policy for the high-speed railway project on the North - South axis and the Lao Cai - Hanoi - Hai Phong railway line.
At the same time, implementing the directives and implementing documents of the Government and the Prime Minister on growth targets for sectors, fields and localities.
In 2025 and the following years, the corporation sets a double-digit growth target. The Corporation focuses on implementing 2 key groups of solutions.

Through research on the scale of the railway market and international experience, after working with domestic and foreign related partners, the corporation proposed the development and early approval of 3 projects.
Firstly, the Project to restructure Vietnam Railway Corporation in the direction of having subsidiaries in infrastructure, transportation, industry and training academies.
Second, the Railway Human Resources Development Training Project for the high-speed railway, Lao Cai - Hanoi - Hai Phong railway and urban railway.
The estimated human resource demand for the management, exploitation and maintenance of the new railway line is 16,000 workers with an estimated training cost of 10,000 billion VND;
Third, the Project on industrial development and technology transfer.
Average petroleum consumption demand is about 4-5%
Also at the conference, Mr. Pham Van Thanh - Chairman of the Vietnam National Petroleum Group (Petrolimex) - said that according to the National Energy Master Plan for the period 2021-2030, with a vision to 2050, in the Prime Minister's Decision, the average demand for petroleum from 2020-2030 is about 4-5%.
In 2025, the Chairman of the Vietnam National Petroleum Group affirmed that he will find effective solutions to develop markets and products, develop a system of franchise traders and distributors, and promote international sales cooperation.
Promote investment in infrastructure development, automation, digital transformation... invest in warehouses, tanks, import-export ports and store systems.
Improve financial efficiency and control costs, optimize portfolios, control financial investment efficiency, control operating costs, and waste in business management. Saving, reducing conference organization costs; strengthening risk management...
Notably, Mr. Pham Van Thanh emphasized the solutions for implementing innovation, streamlining the apparatus, operating effectively and efficiently.
"Initially, we have established a steering committee on thrift, combating waste and streamlining the apparatus in the spirit of Resolution 18. In the first quarter, we terminated the operations of a number of corporations and intermediary branches. In the second quarter, we continued to reduce a number of other units to streamline the apparatus to operate effectively and efficiently" - Mr. Thanh said.
To promote the leading role in the field of petroleum trading downstream, in 2025 there will be difficulties, the Chairman of the Vietnam National Petroleum Group also made many proposals and recommendations.
