On the afternoon of December 8, continuing the 10th Session, the National Assembly discussed in the hall the draft Resolution of the National Assembly on mechanisms and policies for national energy development for the period 2026 - 2030.
Speaking in the hall, delegate Nguyen Anh Tri (Hanoi National Assembly delegation) said that electricity is very needed for the country, so developing energy and electricity production is extremely important, "everyone knows that".
However, development must go hand in hand with safety, not harming the environment, national security, people's lives and lives.
Delegate Nguyen Anh Tri said that in reality, many small and medium hydropower plants have released floodwaters, affecting the downstream area. He cited a series of names of hydropower projects, stretching from the North, Central to the Central Highlands.
According to the delegate, there are 3 main reasons for flood discharge causing damage. Firstly, the small hydropower plant, located in mountainous areas with steep terrain and many streams, when released into the water, can easily cause flash floods, landslides, and rapid flooding.
Second, small reservoirs do not have enough reserve capacity to regulate floods, when it rains heavily, the water comes in large numbers, the reservoir is quickly filled, so they are forced to release floodwaters, easily causing flash floods or flash floods.
Third, the operating process, flood discharge announcements are sometimes carried out suddenly or in an untimely manner, causing people downstream to have no time to evacuate and avoid.
The delegate of Hanoi City also cited Decision No. 1682 of the Prime Minister approving the supplement and updated national power development plan for the period 2021-2030, with a vision to 2050, including hundreds of small and medium-sized hydropower projects.
However, the draft resolution is being discussed "not mentioning anything about hydropower", especially planning and measures to limit the impact of small and medium hydropower plants.
I see that we have not really paid due attention to small and medium hydropower plants, especially the safety of the people and the community, said delegate Nguyen Anh Tri.
From the above analysis, the delegate suggested reviewing all small and medium hydropower projects in our country. "If the flood discharge causes damage to the people, we must compensate appropriately, if it damages their lives, we must handle it criminally" - delegate Nguyen Anh Tri emphasized.
At the same time, all small and medium hydropower projects must be reviewed to ensure true safety. If possible, the State should invest heavily to build large hydropower plants and replace small and medium-sized hydropower projects with solar power.
In addition, the above contents are included in legal documents, including this Resolution of the National Assembly. It clearly shows that the content of building a hydropower plant must be safe, it is not safe and should definitely not be done.
