The Ministry of Public Security has issued Circular 11/2025 regulating the organization, apparatus, tasks, and powers of the investigation agency, assigning heads and deputy heads of investigation agencies and the authority to investigate crimes in the People's Public Security, effective from March 2025.
The assignment of heads of security agencies for investigation at all levels is clearly stated in Section 3 of the Circular.
Accordingly, the assignment of Heads and Deputy Heads of the Ministry of Public Security's Investigation Security Agency is as follows:
1 Deputy Minister of Public Security in charge of the Security force is the Head of the Security Investigation Agency of the Ministry of Public Security.
The Director of the Department of Security Investigation is the Permanent Deputy Director of the Security Investigation Agency of the Ministry of Public Security.
The Deputy Directors of the Department of Security Investigation are the Deputy Directors of the Department of Security Investigation of the Ministry of Public Security.
The Ministry of Public Security assigns the Head and Deputy Head of the Provincial Police Investigation Security Agency as follows:
1 Deputy Director of the Provincial Public Security Department in charge of the Security force is the Head of the Provincial Public Security Investigation Agency.
The Head of the Provincial Police Investigation Security Department is the Permanent Deputy Head of the Provincial Police Investigation Security Agency.
The Deputy Heads of the Provincial Police Investigation Security Department are Deputy Heads of the Provincial Police Investigation Security Agency.
For criminal cases related to other crimes related to national security or to ensure objectivity as assigned by the Minister of Public Security as prescribed in Clause 2, Article 17 of the Law on Organization of Criminal Investigation Agencies 2015, the Director of the Provincial Public Security shall report to the Minister of Public Security (through the Department of Investigation Security) to decide to assign the Provincial Public Security Investigation Agency to conduct the investigation.
