On May 21, in Da Lat City, Lam Dong Province, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh had a working session with the Standing Committees of 3 provinces, including Lam Dong, Binh Thuan and Dak Nong, on implementing the Resolution of the 11th Conference of the 13th Party Central Committee in conjunction with developing and perfecting documents and personnel work.
Up to now, the three provinces of Lam Dong, Binh Thuan and Dak Nong have coordinated to submit to the Government for consideration to submit to the National Assembly on the task of merging the three provinces and considering and deciding on the number of commune-level administrative units of the new Lam Dong province.
It is expected that the total number of communal administrative units of Lam Dong province is 124 new communes and wards. In particular, Lam Dong province from 137 communes, wards and townships decreased to 51 new communes and wards; Binh Thuan province from 121 communes, wards and townships to 45 new communes, wards and Dak Nong province from 71 communes, wards and townships to 28 new communes and wards.
Regarding the organization of the apparatus, based on the direction of competent authorities on merging Lam Dong, Binh Thuan and Dak Nong provinces into a new Lam Dong province, the three localities have coordinated and directed departments, branches, sectors, agencies and units to develop a Project, preparing necessary conditions to submit to the Lam Dong Provincial People's Council to issue a resolution to establish departments, branches and units.
Up to now, basically the departments and branches of the 3 provinces have coordinated and completed the development of the Project, prepared plans for personnel, staffing, and facilities to ensure the implementation of tasks, without interruption or delay in the process of transferring and reorganizing the apparatus.
The report of the leaders of three localities at the meeting confirmed the arrangement and implementation of the two basic two -level local government organization, with the consensus of the authorities and the contingent of cadres, civil servants and officials in the provinces.
Up to now, agencies, units and localities have prepared all conditions and resources to ensure the operation of agencies and units after the National Assembly's Resolution on the arrangement of administrative units.
Speaking at the meeting, Deputy Prime Minister Nguyen Hoa Binh expressed his delight that the Central Government's policy on merging 3 provinces has received the consensus, support and high consensus of the people of the 3 provinces.
Regarding personnel arrangement and arrangement, according to the Permanent Deputy Prime Minister, this is a very urgent issue, localities must closely follow the regulations of the Party and State to do it correctly, strictly, ensuring publicity and transparency.
The issue of cadre standards must be given top priority, which is capacity, ability to complete tasks, prestige of cadres; ensure harmonious cadre arrangement among localities in the spirit of taking political tasks, standards, and capacity to complete tasks above all.
Both from top to bottom and from bottom to ensure progress, requirements and goals set in the arrangement and organization of cadres to soon form a new apparatus, ensuring the new apparatus operates smoothly when there is a decision to establish a new government level.
