Ms. Vu Thi Hoang Anh (Hanoi) is currently a school health worker and concurrently holds the position of treasurer.
Ms. Hoang Anh learned that according to Circular 05 dated January 5, 2005 of the Ministry of Home Affairs, the responsibility allowance for agency treasurers is 0.1 of the basic salary.
"So will I receive an allowance for being in charge of cashier work according to the circular?" - Ms. Hoang Anh wondered.
Regarding the reflection and recommendation of Ms. Vu Thi Hoang Anh, the Ministry of Home Affairs said: The allowance level and the subjects applying the responsibility allowance are specifically regulated in Section II of Circular No. 05/2005/TT-BNV dated January 5, 2005 of the Minister of Home Affairs guiding the implementation of the job responsibility allowance regime for cadres, civil servants and public employees.
Article 2, Chapter II of this Circular also clearly states the subjects of application of job responsibility allowance levels.
For level 4, the coefficient 0.1 applies to:
Deputy Head of Document Archives and Libraries; Deputy Head of Archives for Preservation and Restoration of Artifacts in Grade II or higher museums, and the Presidential Palace Relic Site;
Head of archives, libraries; Head of archives for preservation, restoration and introduction of artifacts in museums;
Deputy Head of the Treasury, Deputy Head of the Treasury of Money, Gold, Silver, and Gems of the State Bank and the State Treasury from the Central to the district level;
Teachers are assigned to be General Managers (full-time and part-time) of the Ho Chi Minh Young Pioneers Team at grade III high schools;
Medical staff specializing in delivering babies at stations, hospitals, maternity hospitals, obstetrics departments in general hospitals and medical centers;
Medical staff directly testing drugs;
Doctors and sports medicine technicians at industry and provincial teams are responsible for checking, monitoring, caring for, and restoring the health of athletes;
Security guard, explosives warehouse keeper;
Treasurer of agency, unit;
Head of the remaining departments.
The organization and implementation of policies for cadres, civil servants and public employees in Hanoi City is under the authority of the City People's Committee.
