The Ministry of National Defense said that on the morning of January 13, Senior Lieutenant General Vu Hai San - Member of the Party Central Committee, Deputy Minister of National Defense - chaired a working session with Military Region 3 on the implementation of the Project to build the Gulf of Tonkin Economic - Defense Zone.
Reports at the conference showed that the Project to build the Economic - Defense Zone (KTQP) of the Gulf of Tonkin aims to build a marine economic development area closely linked to consolidating and strengthening national defense and security; effectively exploiting the potential and strengths of the sea and islands of the Gulf of Tonkin.
Thereby, stabilizing population on islands, forming and developing fisheries logistics centers, fishing ports, seaports, storm shelter anchorage, search and rescue. At the same time, focusing on investing in infrastructure on islands with residents, ensuring a continuous and solid national defense and security posture, contributing to firmly protecting the sea and island sovereignty of the Fatherland.
After the Project is approved by the Ministry of National Defense, Military Region 3 issues directives, assigns specific tasks to agencies and units; establishes Steering Committees and Working Groups to implement the Project; assigns KT-QP 327 Team to be the investor, directly implementing the tasks.
Military Region 3 also selected a consulting unit, coordinated with Military Region 4 and related localities to organize surveys and prepare dossiers to submit to the Ministry of National Defense for appraisal and approval.
According to the plan, phase 1, the Project focuses on supporting population stabilization and production development on islands; investing in the construction of transportation works; renovating and dredging ship anchorage areas, docks, ports; electricity and domestic water works, waste treatment and medical, educational, cultural and sports infrastructure works.
At the same time, implement projects to support production development; invest in technical infrastructure to serve fisheries logistics services; build barracks for production teams and build political bases.
In the next phase, the Project continues to invest in transitional projects, gradually completing the Military Defense Zone of the Gulf of Tonkin, in accordance with socio-economic development requirements associated with the task of protecting the Fatherland in the new situation.
At the working session, Senior Lieutenant General Vu Hai San requested the Military Region 3 Command to urgently develop a plan to implement the project; organize the announcement of the opening and construction of the Military Defense Zone of the Gulf of Tonkin according to the decision of the Minister of National Defense, ensuring close coordination with relevant localities, departments, and branches.
Senior Lieutenant General Vu Hai San reminded the army force of Military Region 3 base to prioritize, coordinate with agencies, units, and localities to review and propose investment policies for works and projects; develop a plan to organize construction, ensuring absolute safety; promptly report arising issues to the Ministry of National Defense; organize management and construction of the Military Zone of the Gulf of Tonkin in accordance with the regulations of the State and the Ministry of National Defense.
