According to Plan No. 527-KH/TU of the Quang Ninh Provincial Party Committee on Organizing Party Congresses at all levels towards the 16th Provincial Party Congress, term 2025 - 2030, personnel preparation needs to harmoniously combine on-site human resources with the rotation of cadres from other places.
Localities and units have the committee structure but have not prepared on -site personnel, the superior committees directly consider and mobilize personnel from other places that meet the standards, conditions, meet the requirements of local political tasks and units to introduce and appoint to join the committee or supplement after the Congress.
Basically, the arrangement of Party Committee secretaries and deputy secretaries who are also Chairmen of People's Councils at the provincial and commune levels is implemented.
Each comrade in the Standing Committee of the Provincial Party Committee basically does not hold more than two titles in the provincial leadership titles: Secretary, Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Head of the National Assembly Delegation, Chairman of the Fatherland Front; Other cases are considered and decided by competent authorities.
Also according to Plan No. 527-KH/TU, basically implement the policy of arranging secretaries of commune, ward and special zone Party committees who are not local people and encourage implementation for other positions.
For communes, wards and special zones with border guards, after the Party Congress of communes, wards and special zones, the Standing Committee of the Provincial Border Guard Party Committee shall base themselves on the regulations and guidance of the Central Government to propose to report to the Standing Committee of the Provincial Party Committee to appoint personnel to be eligible and criteria to participate in communal, ward and special zone level.
Assigning, arranging new work or recommending candidates in other localities, agencies and units for comrades who are secretaries of the Party Committee at the grassroots level and equivalent or higher who have held positions for more than 2 consecutive terms (from 8 years or more) in a locality, agency or unit.
Regarding the time to hold party congresses at all levels:
Party congresses or grassroots congresses shall not exceed 2 days, to be completed before June 30, 2025.
The Congress of the Party Committee at the grassroots level and the Party Committee of the commune, ward, and special zone shall not exceed 2 days, to be completed before August 31, 2025.
The Provincial Party Congress shall not exceed 4 days, and shall be completed before October 31, 2025.
The time to organize a point congress for the direct superior of the grassroots level is expected to be early in the third quarter of 2025.
