At the conference, the Central Organizing Committee announced Decision No. 2568-QDNS/TW (November 28, 2025) of the Politburo deciding to transfer Mr. Quan Minh Cuong to cease participating in the Executive Committee, the Provincial Party Standing Committee and cease holding the position of Secretary of the Cao Bang Provincial Party Committee for the 2025-2030 term; transfer and appoint him to participate in the Executive Committee, the Provincial Party Standing Committee, hold the position of Secretary of the Quang Ninh Provincial Party Committee for the 2025-2030 term and appoint him to participate in the Party Committee of Military Region 3.
Speaking at the assignment, Mr. Le Minh Hung - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee - affirmed that Mr. Quan Minh Cuong was assessed by the Politburo as a well-trained cadre, with capacity and experience in Party building, political building, sharp thinking, scientific working methods, drastic direction, close to the grassroots, and has held many important leadership positions. In his working positions, he has always excellently fulfilled his assigned tasks, contributing significantly to the overall tasks of the agencies, units and localities he has worked for.
Emphasizing the role of Quang Ninh province, Mr. Le Minh Hung affirmed that Quang Ninh has an important strategic position in terms of defense - security and foreign affairs. In the 2020-2025 term, the Provincial Party Committee has united, made efforts to overcome and achieved many important results in socio-economic development, which has been highly appreciated by the Politburo.
During the 2025-2030 term, Quang Ninh will face many favorable opportunities but also face many difficulties and challenges. The Head of the Central Organizing Committee suggested that in his new position, the new Secretary of the Quang Ninh Provincial Party Committee, Quang Quan Minh Cuong, continue to closely follow the direction of the Politburo and the Secretariat to focus on efforts with the Executive Committee and the Standing Committee to lead and direct the implementation of a number of key tasks.
In particular, maximizing the potential and resources of the province, leading and directing the implementation of the Resolution of the 16th National Party Congress of the province and the instructions of the Politburo and the Secretariat in the new period. Along with that, focus on completing and exceeding the targets of the Resolution of the 13th National Party Congress; the targets for 2025 of the province; at the same time, carefully prepare for the election of National Assembly deputies and People's Council delegates for the 2026-2031 term.
New Secretary of the Quang Ninh Provincial Party Committee Quan Minh Cuong, 56 years old, from Hung Yen, is a Doctor of Law, a bachelor of Public Security, and a member of the 15th National Assembly.
Mr. Cuong worked for many years at Lao Cai Provincial Police. In 1998, he transferred to the General Department of Police, Ministry of Public Security, holding the positions of General Staff Department, Deputy Director Secretary, Deputy Director of the Department of Science - Legal Affairs, and Staff Department.
Since 2005, he has worked as a secondary assignment at the Central Internal Political Protection Department, then held the positions of Deputy Director, Director of the Internal Political Protection Department, and the Central Organizing Committee. In 2015, he was appointed Director of the Internal Political Protection Department, then Deputy Head of the Central Organizing Committee.
In July 2020, he was appointed Deputy Secretary of the Dong Nai Provincial Party Committee, and in January 2025, he was assigned to hold the position of Secretary of the Cao Bang Provincial Party Committee.
