In which, organize a review and overall assessment of the quality, qualifications, and capacity of the contingent of local government officials and civil servants at the commune level. Advise the Party committees at the same level to arrange and arrange the contingent of commune-level officials and civil servants to ensure "the right people, the right job, at the right time, in the right area", promoting practical capacity, strengths and work experience.
Prioritize arranging cadres and civil servants with bravery, ability to withstand pressure and experience in handling situations regarding work in complex areas with large volumes of work, especially in areas that require capacity and in-depth professional qualifications such as: land, construction, accounting, information technology, education, health, ethnicity, religion, complaints, denunciations... Resolutely prevent the situation of assigning cadres and civil servants that are not suitable for their capacity and work aptitude.
Organize monitoring and evaluation of commune-level cadres and civil servants monthly and quarterly according to their authority based on the progress, quality of work processing, coordination capacity, sense of responsibility, service attitude and satisfaction of people and businesses; as a basis for evaluating and ranking quality annually and developing plans for arranging, assigning, and changing job positions.
