According to information from Quang Yen town, the town is currently preparing to establish a Steering Committee to build Quang Yen town into a city; then it will assign specific tasks to members of the Steering Committee; and develop Working Regulations for the Steering Committee.
Along with that, develop a plan to implement tasks for each department, agency, and unit; coordinate with consulting units to ensure clear implementation, roadmap, clear time schedule, and quality and efficiency. From there, Party Building Committees, agencies, and units proactively develop plans to implement work content, contributing to achieving the set goals.
According to the plan, Quang Yen town will become a city by 2025 and reach type II urban status before 2030.
Previously, on October 21, 2024, the People's Committee of Quang Ninh province issued a decision to authorize the People's Committee of Quang Yen town to develop the Project to establish Hiep Hoa and Tien An wards and establish Quang Yen city under Quang Ninh province.
Accordingly, the People's Committee of Quang Yen town organizes the preparation of a report assessing the level of urban infrastructure development for the areas planned to establish Hiep Hoa and Tien An wards in Quang Yen town and a report assessing the level of infrastructure development of Quang Yen urban area after establishing more wards and expanding urban boundaries.
In coordination with the Department of Home Affairs and the Department of Construction, advise the People's Committee of Quang Ninh province to report to the Ministry of Construction, the Ministry of Home Affairs, and the Government on the Project to establish Hiep Hoa and Tien An wards in Quang Yen town and establish Quang Yen city in Quang Ninh province.
Quang Yen town is identified as the driving force for economic growth in the West of Quang Ninh province, in which Quang Yen coastal economic zone, with a total area of 13,303 hectares, has been approved by the Prime Minister, is the growth nucleus, developing the "Smart City" model with industrial parks, services, urban areas, smart, modern seaports, processing, manufacturing and high-tech industrial centers of the province and the whole region.
Quang Yen town has just been connected to Thuy Nguyen district - planned to be built into a city - the new administrative center of Hai Phong - by Ben Rung bridge.
According to regulations, to become a provincial city, Quang Yen town still lacks some criteria, including the need to establish 2 new wards to expand the inner city area with 13 wards and 6 communes.
Currently, Quang Yen has only 11 wards and needs 2 new wards. Hiep Hoa and Tien An communes have been planned to become wards.
If it becomes a city in 2025, Quang Yen will be the 6th city of Quang Ninh province. Previously, on September 28, 2024, the Standing Committee of the National Assembly passed a Resolution on the arrangement of commune-level administrative units of Quang Ninh province, including the establishment of Dong Trieu city on the basis of the original natural area of 395.95 km2 and population of 248,896 people of Dong Trieu town.
Thus, up to now, Quang Ninh province has 5 cities, including: Ha Long, Cam Pha, Uong Bi, Mong Cai and Dong Trieu.
It is expected that by 2030, Van Don district of Quang Ninh will also become a city.
Quang Ninh strives to become a centrally-governed city by 2030 according to its own model, which is currently not specifically regulated in current legal documents.
In which, districts will not be formed, but inner-city areas will be formed including cities within the city, linked together by advanced technical infrastructure systems, such as urban public transport systems, information and communication infrastructure, etc.
Cities in this inner-city area include: Ha Long, Quang Yen, Uong Bi, Dong Trieu, Cam Pha, Van Don, Mong Cai (Hai Ha merged with Mong Cai), invested in construction, completing standards on quality of economic - social infrastructure, technical infrastructure according to the criteria of type I urban areas by 2030.
According to the plan, by 2025, Quang Ninh province will have 13 administrative units with 13 urban areas. By 2030, there will be only 12 administrative units (due to Hai Ha merging with Mong Cai), with 12 urban areas, including 4 type 1 urban areas (Ha Long, Mong Cai - Hai Ha, Uong Bi, Cam Pha); 3 type 3 urban areas, with the quality of economic - social and technical infrastructure reaching type 1 urban areas (Quang Yen, Dong Trieu, Van Don)...
