Many difficulties
After the Provincial Party Congress, Quang Tri identified improving the quality of the team of commune-level cadres as a continuous task to ensure the effective operation of the two-level local government model.
Immediately after the congress, the province has implemented a capacity review of grassroots cadres, arranged job positions in accordance with school capacity and promoted training and professional development to meet the requirements of tasks in the new period.
More than 4 months after the two-level government model came into operation, the apparatus of Party committees, authorities, the front and commune-level mass organizations in the area has been basically consolidated and operated stably.
However, operational practice also revealed some limitations, notably the shortage of staff in areas that require in-depth expertise such as finance, land, construction, and environment. Some localities have experienced redundant staff in positions that are not really necessary due to mechanical mergers, leading to an imbalance of human resources.

In addition, many communes are facing difficulties in working headquarters, information technology equipment, and public service means.
From these issues, many localities recommend that the province continue to summarize practical practices, improve the organization of the apparatus and have fundamental solutions to improve the quality of cadres.
In Hoan Lao commune, Mr. Nguyen Van Tu - Chairman of the Commune People's Committee, said that the workload at the commune level has increased sharply when implementing the new model. In particular, the economic sector requires cadres to have a firm grasp of the investment process for basic construction, finance, and land.
Meanwhile, many cadres have not been properly trained, leading to confusion in handling documents.
Accelerating training for cadres
Quang Tri province has organized many training courses for grassroots officials, focusing on key professional groups such as the law on civil status, nationality, certification, internal affairs, corruption prevention, judicial reform, etc.
In Dong Hoi ward, the Public Administration Service Center received more than 4,000 records after the 2-level model was deployed, the file digitalization rate reached 100%.
According to Pham Thi Han Ward Party Secretary, the workload is large but the timely resolution rate is still increasing thanks to the application of information technology and the sense of responsibility of cadres.
However, she also frankly admitted that the grassroots staff still have a difference in expertise, there are places with more people in the same major but lacking key positions. Many cadres are still used to working under instructions, not proactive in planning and consulting.
According to Ms. Han, improving the quality of the staff must start with self-study and self-training. Commune and ward officials not only need to be professional but also need to know how to think proactively, dare to propose and take responsibility for the assigned work.
According to Director of the Department of Agriculture and Environment Tran Quoc Tuan, the whole province has increased 48 specialized staff to the grassroots and established a consulting team of 18 heads of technical support departments.
In a short time, 233 professional issues were resolved right at the commune, of which more than 80% were related to land and resources.
Deputy Secretary of the Provincial Party Committee Nguyen Chien Thang said that the requirement for Quang Tri cadres is to be proactive, creative and dare to take responsibility. Cadres are not only good at their profession but also need to have strategic thinking, integration skills, and a deep understanding of digital transformation to keep up with trends.
He emphasized the goal of building a team of cadres who are "good at their profession, proficient in technology and close to the people", and affirmed that the province will build a mechanism to protect cadres who dare to think and dare to do and promptly reward those who are dedicated and creative.
