Investment policy for the National Target Program on health care, population and development for the period 2026 - 2035.
After the delegates gave their opinions, the Minister of Health explained and clarified a number of issues raised by National Assembly deputies.
On the same afternoon, the National Assembly discussed in the hall the Investment Policy for the National Target Program on modernization and improvement of the quality of education and training for the period 2026 - 2035.
The Minister of Education and Training then explained and clarified a number of issues raised by National Assembly deputies.
Both working sessions were broadcast live on television for people and voters nationwide to watch.
According to the Government's submission to the National Assembly, the total budget for implementing the National Target Program on Health Care, Population and Development for the period 2026-2035 is 125,478 billion VND.
Of which, the 2026-2030 period is 88,635 billion VND (central budget 68,000 billion VND, local budget 20,041 billion VND). The total capital for the 2031-2035 period is expected to be 36,843 billion VND.
The general goal of the program is to improve the physical and mental health, stature, longevity and quality of life of the people; ensure that all people are managed, receive quality primary health care, people proactively take care of themselves and improve their health; limit diseases, prevent diseases early, from afar, right at the facility.
According to the content of the Proposal, the actual time of the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035 is 10 years, from 2026 to 2035, divided into 2 stages:
Phase 2026 - 2030: Focus on solving limitations and challenges arising in the past; implement and complete all or part of some of the main goals that need support from the state budget set out in Resolution No. 71 of the Politburo and related regulations by 2030.
Phase 2031 - 2035: Continue to build and implement tasks and goals set by 2035.
The Government proposed a total resource of about 580,133 billion VND. Of which, the central budget is more than 349,000 billion VND; the local budget is more than 115,000 billion VND; the counterpart capital of higher education and vocational training institutions is more than 89,000 billion VND, the rest is other legally mobilized capital.
The 2026-2030 period is allocated a minimum of VND 174,673 billion and the 2031-2035 period is about VND 405,460 billion.
