National Assembly considers establishing Quang Ninh city at the October session

The Deputy Prime Minister requested Quang Ninh to complete the dossier to submit to the Central Government no later than July 5, and continue to complete it to submit to the National Assembly for consideration at the October session.

On June 9, at the Government Headquarters, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra chaired a meeting with ministries, branches and Quang Ninh Provincial People's Committee on the Project to establish Quang Ninh city.

Reporting at the meeting, Chairman of Quang Ninh Provincial People's Committee Bui Van Khang said that Quang Ninh currently fully meets 7/7 standards of a centrally-run city.

The criteria include population size, natural area, proportion of wards to the total number of commune-level administrative units, urbanization rate, location and function, criteria for type I urban areas, along with socio-economic development structure and level.

The collection of people's opinions on the Project received very high consensus. The results showed that 99.96% of households in the province agreed with the policy of establishing Quang Ninh city.

Concluding the meeting, Deputy Prime Minister Pham Thi Thanh Tra emphasized that, up to this point, in terms of standards, conditions and procedures, Quang Ninh has basically fully met the requirements according to regulations. However, there are still some contents that need to be further reviewed and completed to ensure the highest quality dossiers.

According to the Deputy Prime Minister, the goal of establishing a centrally-run city is not simply to complete administrative criteria, but more importantly to build a truly quality city, with a driving force and strong spillover effect on the development of the region and the whole country.

Quang Ninh is an important growth pole of the country. Therefore, when becoming a centrally-run city, the locality must ensure sustainable urban quality, and promote its leading role in socio-economic development in the region and nationwide," the Deputy Prime Minister emphasized.

Government leaders noted that the project dossier must be truly quality, impressive, and reflect the stature and aspirations for development of Quang Ninh.

Regarding progress, Quang Ninh completes the dossier to submit to the Central Executive Committee no later than July 5. After receiving the opinions of the Central Government, relevant agencies continue to complete it to submit to the National Assembly for consideration at the October session to ensure thorough preparation and the highest quality.

For Quang Ninh province, the Deputy Prime Minister requested to focus on simultaneously implementing tasks related to general urban planning and recognition of type I urban areas.

The general urban plan of Quang Ninh to 2050, with a vision to 2075, needs to be completed and submitted to competent authorities for approval immediately in June; and at the same time complete the procedures for recognizing type I urban areas before July 5.

The Ministry of Construction especially values the quality of planning, continues to review, supplement and complete the necessary contents to minimize adjustments after the planning is approved.

The Ministry of Home Affairs is assigned to proactively coordinate with Quang Ninh province to complete dossiers and procedures, organize appraisal, and collect opinions from the Standing Committee of the Government Party Committee before submitting them to the Central Executive Committee.

After having the conclusion of the Central Government, the Ministry of Home Affairs will continue to advise the Government to submit it to the National Assembly in accordance with regulations.
