New regulations on force building, regimes, and policies for militia and self-defense forces

The Ministry of National Defense has issued a consolidated document on the organization of force building and regimes and policies for the Militia and Self-Defense Forces.

On September 14, information from the Ministry of National Defense said that the Ministry of National Defense has just issued Concluding Document No. 52/VBHN-BQP of the Decree detailing a number of articles of the Law on Militia and Self-Defense Forces on the organization and construction of forces and regimes and policies for Militia and Self-Defense Forces.

Accordingly, this Decree details a number of articles of the Law on Militia and Self-Defense Forces on: Decentralization of the management of Militia and Self-Defense Forces units; number of Deputy Commanders, standards, and equipment norms for the Commune-level Military Command, Military Commands of agencies and organizations; uniforms, hats, and badges of the Militia and Self-Defense Forces; allowances for Militia and Self-Defense Command positions; norms for ensuring regimes and policies for each militia and self-defense force component; conditions, benefits, procedures, and agencies responsible for ensuring funding, regimes, and policies for Militia and Self-Defense Forces that do not participate in social insurance, health insurance for those who are sick, have an accident, or die.

The subjects of application include: Vietnamese citizens, state agencies, political organizations, socio-political organizations, public service units, economic organizations of Vietnam; Individuals and enterprises with foreign investment residing and operating in Vietnam related to the Militia.

This Decree takes effect from August 15, 2020 and replaces Decree No. 03/2016/ND-CP dated January 5, 2016 of the Government detailing and guiding the implementation of a number of articles of the Law on Militia and Self-Defense Forces.
