On May 24, at the Government Headquarters, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc - Chairman of the 2026 Amnesty Advisory Council (Council) chaired the plenary session of the Council to consider and approve the list of proposals for the President to grant early release of prisoners eligible for amnesty on the occasion of the 51st anniversary of the Liberation of the South, national reunification (April 30, 1975 - April 30, 2026), to celebrate the success of the 14th Party Congress, the election of National Assembly deputies of the 16th term and the election of People's Council deputies at all levels, term 2026-2031.
At the meeting, the Council listened to the Ministry of Public Security report on the situation and results of implementing the President's Decision on special amnesty, dossiers of the list of prisoners eligible for special amnesty and the list of prisoners not eligible for special amnesty.
The Supreme People's Court shall report the dossier list of people who are being temporarily suspended from serving prison sentences who are eligible for special amnesty and the dossier list of people who are being temporarily suspended from serving prison sentences who are not eligible for special amnesty.
Implementing the President's Decision on special amnesty in 2026 and the Council's Guidance, in the past time, inter-sectoral appraisal teams of the Council, expert teams assisting members of the Council under departments, ministries, and branches have conducted inspections and appraisals of over 10,000 dossiers eligible for special amnesty from prisons and temporary detention centers under the Ministry of Public Security, provincial-level criminal judgment enforcement agencies of the Police and prisons managed by the Ministry of National Defense.
The consideration and proposal for special amnesty for those who meet the conditions is carried out according to a very strict, public, democratic, objective, fair, transparent, and targeted process according to regulations.

Standing Deputy Prime Minister Pham Gia Tuc assessed that although the time was very short and the volume of dossiers was very large, the departments, ministries, functional sectors, members of the Amnesty Advisory Council, especially the Ministry of Public Security (the standing agency) and the Supreme People's Court, have tried very hard, urgently, and actively directed the implementation, ensuring that the Amnesty work is implemented closely and strictly, in accordance with legal regulations, on schedule, and in accordance with instructions.
Next, the Council will consider dossiers and lists of prisoners who are eligible for special amnesty and dossiers and lists of prisoners who are not eligible for special amnesty. At the same time, consider dossiers and lists of people who are being temporarily suspended from serving prison sentences who are eligible for special amnesty according to Decision No. 457/QD-CTN of the President.
The Standing Deputy Prime Minister requested members of the Amnesty Advisory Council to focus on inspecting, considering, and publicly and transparently evaluating, carefully and thoroughly considering each specific case. Closely follow the conditions and standards according to the provisions of the Amnesty Law and the President's Decision.
After the meeting on May 24, the Council will summarize and submit to the President the list of prisoners eligible for amnesty for consideration and decision.
