On the afternoon of November 21, the National Assembly discussed in the hall the establishment of Hue city under the central government.
At the end of the discussion session, Minister of Home Affairs Pham Thi Thanh Tra explained and clarified a number of issues raised by National Assembly delegates.
According to the Minister, this is a historic event to consider and decide to establish Hue city under the central government. This is the first cultural heritage city of Vietnam and will be a world cultural heritage city.
The Minister stated that the delegates all expressed their agreement and high consensus on the establishment of Hue city under the Central Government.
"In the comments, we felt joy, excitement, and pride in our country and in the future development of Vietnam's first cultural heritage city," said the Minister.
According to the Minister of Home Affairs, the opinions of the delegates contained all the thoughts, wishes, expectations and proposals on how to make Hue worthy of being a cultural heritage city under the Central Government, developing quickly, sustainably and commensurately.
When developing the project to establish Hue city under the Central Government, it is necessary to implement the goal of integration and synchronization with the rearrangement of administrative units at district and commune levels. This includes the rearrangement of 4 district-level administrative units and 21 commune-level administrative units.
Establish 2 districts (Phu Xuan, Thuan Hoa) under the central government of Hue city on the basis of the existing Hue city.
Establish Phong Dien town on the basis of the original status of Phong Dien district.
Merge Nam Dong district with Phu Loc district to form new Phu Loc district.
Establish 11 wards, 1 town and 1 commune on the basis of arranging 21 commune-level administrative units (2 wards, 1 town, 18 communes).
According to the Minister, after the arrangement and establishment, Hue city under the central government has 4,947.11 km2 of natural area and a population of 1,236,393 people; has 9 district-level administrative units, including: 2 districts, 3 towns, 4 counties (the number of district-level administrative units remains unchanged but there is a decrease of 1 city, 2 districts and an increase of 2 districts, 1 town).
There are 133 commune-level administrative units, including: 78 communes, 48 wards, 7 towns (8 commune-level administrative units reduced, including 17 communes reduced and 9 wards increased).
The Minister emphasized that it is not only necessary to focus on establishing Hue city under the Central Government but also to ensure synchronization and unity in the current common political tasks of the whole country.
The Minister also highly agreed with the comments on the need for special and outstanding mechanisms and policies for Hue to develop quickly and sustainably.
In particular, at this session, the Government also submitted to the National Assembly 2 preliminary reports on 3 years of implementing Resolution No. 38/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Thua Thien Hue province.
In the immediate future, the Minister said that he will continue to implement this resolution and the Government will direct ministries, branches and localities to review 5 years of implementing Resolution 54-NQ/TW in 2019 on building and developing Thua Thien Hue province to 2030, with a vision to 2045.
After a five-year review, the Politburo will have new conclusions and relevant agencies will advise the National Assembly to issue a new resolution with superior, stronger and more comprehensive mechanisms and policies to preserve and promote cultural heritage values.
