Politburo member and Standing member of the Secretariat Tran Cam Tu has just signed Conclusion No. 126-KL/TW dated February 14, 2025 of the Politburo and the Secretariat on a number of contents and tasks to continue to reorganize and streamline the apparatus of the political system in 2025, including the requirement to study the orientation to continue reorganizing the removal of intermediate administrative levels (district level); orientation to merge a number of provincial-level administrative units.
One content that attracts attention is that the Central Public Security Party Committee is assigned to preside over and coordinate with relevant agencies and provincial and municipal Party Committees to lead and direct the implementation of the Project on organizing 3-level Public Security, not organizing district-level Public Security, ensuring the correct goals, requirements and progress set out.
According to the Government Electronic Information Portal, previously, Conclusion No. 121-KL/TW dated January 24, 2025 of the Central Executive Committee and the Conclusion of the Politburo on continuing to arrange and streamline the organization of the local Public Security apparatus to operate effectively and efficiently, meeting the requirements and tasks in the new period also clearly stated a number of goals, requirements and new points in the organization of the People's Public Security force (CAND).
In particular, the innovation in the organization of the People's Public Security force is to achieve the goal of arranging the organization of the local Public Security force to ensure streamlining, compactness, and strength in the direction of reducing intermediate levels and reducing levels.
Review and adjust functions, tasks, and powers in the direction of promoting the assignment and decentralization of the Commune-level Police, ensuring sufficient strength to resolve security and order, combating crime and law violations from the beginning and at the grassroots level.
The local police force will be arranged and adjusted in the direction of increasing the direct combat force, comprehensively strengthening the commune-level police force.
At the same time, focus on prioritizing investment in building infrastructure and techniques, increasing means, equipment, and applying modern science and technology to local police, especially units directly fighting crime prevention and control, and commune-level police.
Speaking to the press, General Luong Tam Quang - Politburo member, Minister of Public Security - said that the Central Party Committee of Public Security, Ministry of Public Security recently reported and received approval from the Politburo and the Central Executive Committee on the policy of arranging the 4-level Public Security model into 3 levels.
The organization of the local police apparatus is also accordingly arranged and streamlined from 3 levels to 2 levels, not the district-level police organization. When the district-level police are not organized, activities for 694 district-level police and about 5,916 teams under the district-level police will end.
Accordingly, the police sector will rearrange and rearrange tens of thousands of officers and soldiers in the direction of mobilizing, arranging and strengthening appropriate officers at the provincial and commune-level police. In which, priority is given to arranging and strengthening cadres at the commune-level police, especially in areas with large areas, large population, complex security and order, difficult areas, remote areas.
