According to the Action Program of the Party Central Committee to implement the Resolution of the 14th Party Congress, the National Assembly Party Committee and the Government Party Committee are assigned to preside over and coordinate with provincial and city Party committees and Party committees directly under the Central Government to arrange public non-business units, schools, educational institutions, medical facilities, and state-owned enterprises in accordance with the direction of the Central Government;
Implement the arrangement of villages and residential groups in communes and wards and non-specialized workers in villages and residential groups in accordance with the requirements in the new situation.
This task is assigned by the Central Government to be implemented in the second quarter of 2026 using budget resources.
Currently, the Ministry of Home Affairs is developing a new Decree on the organization and operation of villages and residential groups, and at the same time preparing a nationwide review plan from 2026. The Ministry also proposed that localities temporarily maintain the stability of village and residential group organizations until there are new regulations from the Government.
Currently, there are about 90,000 villages and residential groups nationwide. In the 2019-2021 period, more than 15,000 units have been merged, but reality shows that in many places there is still a situation of small population scale, dispersion, difficulty in organizing management and the emergence of many non-specialized personnel.
Therefore, the arrangement of villages and residential groups this time is not only aimed at reducing the number of units but also associated with the goal of streamlining the apparatus, innovating grassroots governance and being suitable for the context of strong decentralization to the commune-level government.
Currently, many localities have proactively developed specific plans and schemes to be ready for implementation.
In Hanoi:
Hanoi City People's Committee has just issued Decision No. 600/KH-UBND on issuing the city's 2026 state administrative reform plan, which includes the contents of organizing the arrangement of apparatus and cadres and civil servants in communes and wards; arranging villages and residential groups according to the direction of the Central Government and the Government.
In Nghe An:
The Standing Committee of the Provincial Party Committee issued Directive 07-CT/TU on continuing to consolidate the local government at two levels, which requires "proactiveness in all aspects to prepare plans to arrange blocks, hamlets, villages, and residential groups when there is a policy and guidance from the Central Government".
Previously, the province also emphasized the development of a merger plan and a suitable personnel plan, and at the same time doing a good job of propaganda to create consensus among the people.
In Ninh Binh:
The arrangement of villages and residential groups has been included in the key work program for 2026. According to Decision 257/QD-UBND, Ninh Binh Provincial People's Committee assigned the Department of Home Affairs to preside over the development and submission of the Project on arranging, merging, and reorganizing villages and residential groups in April 2026.
