Chairman of the National Assembly's Council for Ethnic Minorities Y Thanh Ha Nie Kdam said the above on the morning of November 29 when explaining and clarifying a number of issues raised by National Assembly deputies regarding the Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils, on November 29.
On behalf of the drafting agency, Chairman of the National Assembly's Ethnic Council Y Thanh Ha Nie Kdam said that during the drafting phase, closely following the guiding views of the General Secretary and Chairman of the National Assembly on orientation and innovation in thinking in law-making, the drafting agency clearly identified the viewpoint of law-making as the law only regulates general issues, issues of principle, under the authority of the National Assembly to ensure the stability of the draft law.
For issues that are frequently changing and unstable, the competent authorities should be assigned to provide detailed regulations and guidance for implementation; decentralization and delegation of authority should be strengthened, along with clearly defining the tasks and powers of agencies, organizations and individuals in law enforcement; keeping up with new trends, taking advantage of scientific and technological achievements, and digital transformation in the supervision activities of elected bodies.
Reporting on some issues discussed by the delegates, the Chairman of the Ethnic Council said that all opinions agreed on the necessity of developing and promulgating the law, but there were opinions suggesting that the National Assembly consider the timing of passing the law, because we are currently reviewing and rearranging the apparatus of the political system according to Resolution 18, which plans to amend and supplement the Law on Organization of the National Assembly, the Law on Organization of the Government and the Law on Local Government.
Regarding this content, the Chairman of the Council of Nationalities said that the scope of regulation of the law is to regulate the authority and procedures for implementing supervisory activities of the National Assembly and the People's Council, including regulations on agencies, organizations and individuals that conduct supervision and are subject to supervision.
However, the provisions of this law only refer to basic agencies, organizations and individuals in the State apparatus, such as the National Assembly, the National Assembly Standing Committee, the National Council; National Assembly Committees, National Assembly delegations, National Assembly deputies, the Government, ministries and ministerial-level agencies without specifying any specific agencies.
"Therefore, the implementation of innovation in the organization and arrangement of the State apparatus and the apparatus of the political system does not affect the content of this law," the Chairman of the Council of Nationalities emphasized.
Besides, according to Mr. Y Thanh Ha Nie Kdam, the issue of not specifying the specific names of the agencies will continue to be noted in the process of revising and perfecting the draft law.
The Chairman of the Ethnic Council said that after the session, the Ethnic Council will coordinate with the Law Committee to synthesize, research, absorb, and fully explain to complete the draft law dossier, report to the National Assembly Standing Committee to submit to the National Assembly for consideration and approval at the 9th Session.
