In July 2026, a guiding document will be issued to handle disciplinary actions against cadres and soldiers of the armed forces who violate the law on land but are not corrupt.

Member of the Party Central Committee, Deputy Prime Minister Nguyen Van Thang has just signed Decision No. 1020/QD-TTg promulgating the Plan to implement Resolution No. 29/2026/QH16 dated April 24, 2026 of the National Assembly on specific mechanisms and policies to handle violations of land law by organizations and individuals occurring before the 2024 Land Law takes effect and remove difficulties and obstacles for backlog and prolonged projects.

According to the plan, the People's Committees of provinces and centrally-run cities shall preside over and coordinate with relevant departments, agencies, and organizations to organize conferences, seminars, dissemination materials, communication materials, articles published in newspapers, magazines, and reports. Implementation time: 2026.

The Ministry of Public Security shall preside over and coordinate with central inter-sectoral judicial agencies, the Ministry of Justice and relevant agencies and organizations to develop and promulgate documents guiding the implementation of specific mechanisms and policies on criminal procedure, criminal proceedings, and judgment enforcement of the Resolution to handle violations of land law by organizations and individuals occurring before the 2024 Land Law takes effect. Implementation time: August 2026.

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Justice and relevant agencies and organizations to develop a Government Decree amending and supplementing regulations on disciplinary action against cadres, civil servants, and public employees who violate land laws but do not commit corruption before the 2024 Land Law takes effect to implement the specific mechanisms and policies of the Resolution. Implementation time: July 2026.

In July 2026, the Ministry of Public Security and the Ministry of National Defense shall preside over and coordinate with the Ministry of Justice and relevant agencies and organizations to develop and issue documents guiding the implementation of specific mechanisms and policies of the Resolution to handle disciplinary actions against individuals who are cadres and soldiers of the armed forces who violate the law on land but do not commit corruption before the 2024 Land Law takes effect.

The Ministry of Finance, the Ministry of Agriculture and Environment, and the Ministry of Construction shall preside over and coordinate with the Ministry of Justice, relevant agencies and organizations to review, develop, and promulgate according to their authority or submit to competent agencies for promulgation legal normative documents amending, supplementing, replacing, abolishing or promulgating new legal normative documents to be consistent with the Resolution in necessary cases.

Implementation time: Review documents to amend, supplement, replace, abolish according to the roadmap; review deadline is no later than August 30, 2026.

Ministries, ministerial-level agencies, People's Councils, and People's Committees at all levels send a list of documents that need to be amended, supplemented, replaced, abolished, and newly issued to competent agencies in June 2026 according to regulations.

The Ministry of Public Security, the Ministry of Finance, the Ministry of Agriculture and Environment, the Ministry of Construction and the Government Inspectorate shall preside over and coordinate with the Ministry of Justice, the Government Office, ministries, ministerial-level agencies and relevant agencies and organizations, and the People's Committees of provinces and cities to develop and issue professional and nghiệp vụ guidance documents on the implementation of the Resolution; receive and handle feedback and recommendations on the Resolution; inspect, urge, and monitor the organizational implementation of the Resolution and documents guiding the implementation of the Resolution.
