On the afternoon of May 13, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong chaired the ceremony to hand over the personnel decision to the new Department of Construction.
Mr. Tran Quang Lam - Director of the Department of Transportation and Cong Chanh was mobilized and appointed as Deputy Director of Ho Chi Minh City Department of Construction, and was assigned the Acting Director of the Department of Construction until the Chairman of Ho Chi Minh City People's Committee officially appointed the Director.
Mr. Tran Quang Lam, born in 1973, from Quang Binh province, is a cadre with many years of experience in the field of transportation and urban infrastructure. Since April 2019, he has held the position of Director of the Ho Chi Minh City Department of Transport.
In February 2025, Ho Chi Minh City established the Department of Transportation on the basis of reorganizing the Department of Transport, and at the same time receiving the Standing Office of the Traffic Safety Committee and a number of functions and tasks of state management of infrastructure from the Department of Construction. Mr. Tran Quang Lam was appointed Director of the Department of Transportation.
At the same time, the Ho Chi Minh City Department of Construction was established on the basis of merging the Department of Construction and the Department of Planning and Architecture. Mr. Tran Hoang Quan is the Director of the Department of Construction.
In mid-April 2025, Mr. Tran Quang Lam was appointed by the Central Party Secretariat to join the Ho Chi Minh City Party Committee Executive Committee for the 2020 - 2025 term.
On April 18, the Ho Chi Minh City People's Council agreed on a plan to merge the Department of Transport and the Department of Construction to establish a new Department of Construction.
Along with Acting Director Tran Quang Lam, the Department of Construction currently has 10 Deputy Directors including: Tran Hoang Quan, Huynh Thanh Khiet, Pham Minh Man, Truong Trung Kien, Phan Ngoc Phuc, Phan Van Tuan, Bui Hoa An, Vo Khanh Hung, Dang Phu Thanh and Nguyen Thanh Loi.

Recently, the Ho Chi Minh City Department of Construction has sent a report to the Ho Chi Minh City Party Committee's Organizing Committee on the orientation of the organizational and operational model of the Department of Construction after merging Ho Chi Minh City with Binh Duong and Ba Ria - Vung Tau provinces.
The Ho Chi Minh City Department of Construction (after two mergers with the Department of Planning and Architecture and the Department of Transport) currently has 1,422 administrative positions, 1,238 career positions and 285 labor contracts.
The Department of Construction of Ba Ria - Vung Tau province has 88 administrative positions, 173 positions and 18 contracts; the Department of Construction of Binh Duong province has 115 administrative positions, 54 positions and 16 contracts.
The total number of employees of the 3 Departments of Construction after the merger is 3,409 people.
According to the proposed plan, the Ho Chi Minh City Department of Construction will keep the structure of 23 departments and units as present. Departments with similar functions from the remaining two provinces will be merged or transferred to suit the organization of Ho Chi Minh City.
It is expected that the reception and return of administrative results will be held at three locations in three localities: Ho Chi Minh City Public Administration Service Center expected to be located at 159 Pasteur (District 3); 1st floor of Binh Duong Provincial Administrative Center; No. 4 Nguyen Tat Thanh Street, Phuoc Trung Ward, Ba Ria City (Ba Ria - Vung Tau Province).
The Ho Chi Minh City Department of Construction after the merger will work at 5 locations: three existing locations in Ho Chi Minh City (including headquarters in Truong Dinh, Pasteur and Ly Tu Trong), one headquarters in Ba Ria - Vung Tau province and one at the Binh Duong Provincial Administrative Center.
