According to the Prime Minister, it is necessary to clearly define the position, role, importance, contribution as well as the bottlenecks and knots that make the private economy not develop commensurate with the different potential, outstanding opportunities, competitive advantages; The relationship between the private economy and other economic sectors.

The requirements, goals and targets set with the private economic development should be more striving, creating pressure, motivation, inspiration and efforts and determination to implement; At the same time, there must be a closer cohesion between the direction of direction, viewpoints, motto, targets, goals and tasks and solutions.

The Prime Minister believes that solutions must remove bottlenecks and bottlenecks; identify internal resources as basic, strategic, long-term decisive, external resources as important and breakthrough; ensure equal access to the country's resources, ensure competitiveness.

The tasks and solutions for private economic development must simultaneously associate with restructuring the economy, restructuring foreign investment, restructuring businesses, restructuring markets, products and supply chains; create favorable conditions for strong, mature private enterprises to cooperate with the FDI sector, especially in technology transfer.

The Prime Minister noted that the expression must be concise, simple but strategic, ensuring "6 clear": Clear people, clear work, clear time, clear products, clear responsibilities, clear authority; easy to listen to, easy to understand, easy to remember, easy to implement, easy to monitor, easy to evaluate.
