On April 1, Party Central Committee member, Deputy Prime Minister Le Thanh Long - Deputy Head of the Standing Committee chaired the 5th meeting of the Steering Committee to review and organize the implementation of handling problems in the legal system.
At the meeting, ministries and branches reported on the progress of drafting legal documents, especially documents serving the arrangement and streamlining of the apparatus, the arrangement of administrative units and local government organizations at 2 levels; implementing Resolution 57 of the Politburo on breakthroughs in the development of science, technology, innovation and digital transformation, related to handling difficulties in socio-economic development, ensuring growth goals.
According to Minister of Justice Nguyen Hai Ninh, in organizing local government at 2 levels, the most important thing is to determine the authority and authority of the provincial level, the authority of the commune level when not organizing at the district level.
In the near future, when the locality establishes a new provincial or commune level, they must know who is under the authority of the district level, what the province does, what the commune does and what the Central Government decentralizes to the provincial level.
Minister Nguyen Hai Ninh proposed that each ministry should develop a decree on the division of authority in the field it manages. For example, the Ministry of Finance decentralizes state budget management to provincial and commune levels.

Deputy Inspector General of the Government Le Tien Dat said that he has drafted the Law on Inspection (amended) to meet the requirements of reorganizing the system of inspection agencies according to the conclusions of the Politburo and the Secretariat.
The Government Inspectorate submitted the draft law to the Government on March 28 to submit to the National Assembly at the 9th Session. In this law, there are amendments to the provisions in a number of specialized laws on the functions of ministerial inspectors.
In an overall report on the review process, Deputy Minister of Justice Nguyen Thanh Tu said that ministries, branches and localities have reviewed 19,224 documents regulating the functions, tasks, powers, organization and operation of local governments, agencies, organizations, units and competent titles at the district and commune levels.
There are also a number of other issues related to the district and commune levels that need to be studied and determined according to the handling plan according to the orientation of amending and supplementing a number of articles of the 2013 Constitution.
Concluding the meeting, Deputy Prime Minister Le Thanh Long emphasized that the work ahead is very large. The Government Office needs to prepare a document to submit to the Prime Minister to assign specific tasks to ministries and branches with a specific deadline because "there is no time to postpone". Ministries and branches continue to review and send to the Ministry of Justice for synthesis.
The Deputy Prime Minister noted that the Ministry of Justice should study new proposals as well as some specific mechanisms such as handling planning issues.
For new documents submitted after April 1, 2025, they will be implemented according to the Law on Promulgation of Legal Documents 2025. Accordingly, the process will be simpler but the responsibility of Ministers and Heads of sectors will be heavier.
The Ministry of Science and Technology needs to focus highly on completing draft laws to institutionalize Resolution 57 of the Politburo, ensuring completeness, comprehensiveness, and coverage of issues arising in the process of restructuring and organizing the apparatus.
