Increasing the number of members of the Central Inspection Committee

On behalf of the Central Executive Committee, General Secretary To Lam signed and issued Regulation 262-QD/TW (Decree 262) amending and supplementing a number of articles of Regulation No. 22-QD/TW dated July 28, 2021 of the Party Central Committee on inspection, supervision and discipline of the Party.

Accordingly, Regulation 262 has amended and supplemented many related contents. In which, Article 6 of Regulation 22-QD/TW regulating party executive committees and party delegations is removed. Along with that, there are many contents of Article 8 of Regulation No. 22 (regulations on inspection committees at all levels) amended and supplemented.

In particular, regarding the organizational structure and number of members of inspection committees at all levels, Regulation 22 stipulates that the Central Inspection Committee has a number of 19 to 21 full-time members, of which no more than one-third are members of the Central Executive Committee.

According to the content of Regulation 262, the number of members of the Central Inspection Committee is from 23 to 25 members (2 to 3 members are part-time), of which no more than one-third are members of the Party Central Committee.

The Standing Committee of the Central Inspection Committee includes the Chairman and Deputy Chairmen; the number of Deputy Chairmen is decided by the Politburo.

Thus, according to Regulation 262, the number of members of the Central Inspection Committee is increased compared to Regulation 22-QD/TW.

Regulation 262 also omits the regulation on the Inspection Committee of the Party Committee of the Central agencies and the Central enterprise sector.

Providing additional regulations on the Inspection Committee of the Party Committee of Central Party agencies, the Government Party Committee, the National Assembly Party Committee and the Vietnam Fatherland Front Party Committee, and Central organizations.

Of which, the number is from 9 to 11 members; the Government Party Committee Inspection Committee alone has 11 - 13 members, including a number of part-time and full-time members. The Chairman of the Inspection Committee is the Deputy Secretary or a concurrent member of the Standing Committee of the Party Committee.

Supplementing the content of asset and income control

Regulation 262 adds a part of regulations on the implementation of asset and income control tasks.

Accordingly, regarding the subjects of control: Party members are cadres under the Standing Committee of the Party Committee at the same management level (not secretary, deputy secretary at the same level) and Party members are obliged to declare assets and income working in Party agencies at the same level and below according to regulations.

Control content: Property and income declared by party members and of people with rights and obligations related to the assets and income of party members (wife or husband, minor children).

For the authority to control assets and income, the inspection committee of a district-level Party Committee or higher has the authority to decide to verify the assets and income of Party members under the standing committee of the Party Committee of the same management level and Party members who are required to declare assets and income working in Party agencies at the same level and below according to regulations.

Verify the honesty, completeness and clarity of the declaration of assets and income; origin, changes in assets and income of party members and people with related rights and obligations (wife or husband, minor children of party members).
