This is the content of Conclusion No. 178-KL/TW of the Politburo and the Secretariat on continuing to implement tasks to ensure the organization of the apparatus of the two-level administrative units operates smoothly and effectively.
Accordingly, in Conclusion No. 178-KL/TW, the Politburo and the Secretariat requested Party committees, Party organizations, agencies and units at the central and local levels to:
Strictly promote the implementation of Conclusion No. 177-KL/TW, dated July 11, 2025 of the Politburo, the Secretariat and Plan No. 02-KH/BCDTW, dated June 19, 2025 of the Central Steering Committee on science, technology development, innovation and digital transformation; especially the tasks of ensuring the operation of the organizational apparatus of the two-level administrative units, handling administrative procedures, and implementing online public services for people and businesses.
Resolutely focus on completing the contents that the Politburo and the Secretariat have directed on the arrangement of cadres, facilities, working means, funding; regulations, working processes, administrative procedures; communication, data, information infrastructure, etc., ensuring the new apparatus operates effectively and smoothly;
Review, evaluate, ensure full implementation of the contents of decentralization and delegation of authority to provincial and commune-level authorities; promote the implementation of socio-economic development programs and plans, care for people's lives; strengthen direction, guidance, inspection, and urging sectors from central departments, ministries, and branches to commune levels; promptly handle arising difficulties and problems.
Also in Conclusion No. 178-KL/TW, the Politburo and the Secretariat assigned the Government Party Committee to lead and direct:
Review, amend or issue new regulations on the organization, operation and management of associations, ensuring consistency and unity in accordance with the direction of the Politburo and the Secretariat.
Ministries and branches (especially the Ministries of Home Affairs, Finance, Justice, Agriculture and Environment, Education and Training, Health) established and continued to send working groups to localities to grasp the operation of the commune, ward and special-zone government apparatus to promptly resolve, guide the handling and overcoming of problems and difficulties (implemented in August 2025).
The Ministry of Finance urgently issued specific guidance documents on financial work, accounting, procedures for allocating and assigning commune and ward budgets; on the registration and use of accounts of commune-level People's Committees and specialized agencies (to be completed in July 2025).
The Ministry of Education and Training reviews and assesses the current status of facilities, schools, and teaching staff, especially in mountainous, border, and island areas to guide and promptly resolve arising problems, ensuring good preparation for the new school year.
