The Decree also clearly stipulates the authority to resolve complaints of the Chairman of the People's Committee at the commune level.
Accordingly, resolve initial complaints against administrative decisions and administrative acts, of heads of specialized agencies under the People's Committees at the commune level, of civil servants and public employees under their direct management.
Resolve initial complaints against administrative decisions and administrative acts of the Chairman of the District People's Committee and heads of specialized agencies under the District People's Committee regarding the content that has been assigned to the Commune People's Committee after the end of the district-level government.
In addition, the decree also clearly states the authority to resolve complaints of the Chairman of the Provincial People's Committee.

The Chairman of the Provincial People's Committee resolves denunciations of violations of the law in performing the duties and public services of heads and deputy heads of specialized agencies under the Provincial People's Committee and equivalent, Chairmen, Vice Chairmen of Commune People's Committees and other civil servants and public employees directly appointed and managed by him.
