On June 9, the Standing Committee of the Thanh Hoa Provincial Party Committee held a conference to give opinions on the plan to pilot the operation of the new Party agencies, People's Councils, People's Committees at the commune and ward levels, along with a number of other important contents.
At the conference, the Standing Committee of the Provincial People's Committee presented the plan to organize a trial operation of the new People's Committee of the commune and ward; the Provincial People's Council Party Committee reported on the plan to organize a meeting of the new People's Council of the commune and ward; the Provincial Party Committee's Organizing Committee presented a plan to organize a situation drill of the grassroots Party Committee.
According to the plan, the trial operation period will take place from June 20 to 30, 2025, focusing on organizing the apparatus of the People's Committees of communes and wards through the first session of the People's Councils of communes and wards. The contents include approving working regulations, work programs of commune-level People's Committees and operating the Public Administration Service Center.
At the conference, delegates basically agreed with the plan and raised a number of additional situations that need to be handled during operation, such as the issue of communication, the level of information technology application of grassroots cadres and civil servants. Many opinions suggested increasing professional training to ensure a smooth and efficient operation.
Concluding the conference, Thanh Hoa Provincial Party Secretary Nguyen Doan Anh highly appreciated the serious preparation spirit of units and localities. The Secretary of the Thanh Hoa Provincial Party Committee also affirmed that this is a key and urgent task, having a profound impact on the political system and social life of the whole province.
Regarding the plan to organize the new commune and ward People's Council meetings, the Secretary of the Thanh Hoa Provincial Party Committee agreed with the proposal of the Provincial People's Council Party Committee, and at the same time requested to fully prepare all conditions for the meeting to take place as planned, ensuring high feasibility.
Regarding the trial operation of the new People's Committee of the commune and ward, Mr. Nguyen Doan Anh suggested continuing to review the organization plan, assign tasks and the apparatus structure in a strict and synchronous manner. The pilot units need to be carefully selected, and the staff must be well-trained.
Regarding the drill plan of the new commune and ward Party Committee, Mr. Nguyen Doan Anh requested the Provincial Party Committee's Organizing Committee to complete the scenario close to reality.
The organization of the trial operation aims to practice and perfect the operating process, improve the capacity to receive, handle and return administrative procedure results, ensure the operation of the commune-level government is smooth, fast, effective, close to the people and best serve the people.
