Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 117/CD-TTg dated July 20, 2025, requesting ministries, branches and localities to urgently deploy emergency response to storm No. 3.
The dispatch clearly stated that currently, storm No. 3 is active in the North East Sea area, with very strong intensity (level 12, gusts of level 15). This is a strong storm, moving quickly.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, the storm will affect the North and North Central regions from the evening of July 21, causing strong winds, heavy rain, high risk of flash floods, landslides in the midlands and mountainous areas, flooding in low-lying and urban areas.
The Prime Minister requested the Chairmen of the People's Committees of provinces and cities to focus on directing the ensuring safety of activities at sea and on islands.
In particular, focusing on calling and guiding ships (including fishing boats, transport ships, tourist ships) still operating at sea to escape from dangerous areas or return to safe shelters; taking measures to ensure the safety of people and ships at anchorage areas; resolutely not letting people stay on the ship when the storm makes landfall.
Review and implement measures to ensure safety for tourism activities, aquaculture at sea, river mouths, and along the coast; resolutely evacuate, not leaving people to stay on cages and aquaculture hutes before and while the storm makes landfall.
Chairmen of People's Committees of provinces and cities, based on specific situations, proactively decide to ban fishing vessels, transport vessels, and tourist vessels from the sea.
Proactively review residential areas, organize evacuation of people from unsafe weak houses, areas at risk of landslides, flash floods, and deep flooding; prepare forces, means, equipment, and necessities according to the "four on-site" motto to be ready to respond to all situations.
Consolidate and protect factories and infrastructure works ( telecommunication systems, power grid systems, etc.) and take measures to quickly fix incidents, maintain operations, and avoid interruptions before, during and after the storm.
Control travel, organize traffic flow, guide traffic, limit people to go out during storms and thunderstorms before storms; control and guide at culverts, spillways, deeply flooded roads, fast-flowing water, and roads with incidents or at risk of landslides.
The head of the Government also requested the preparation of forces, materials, and means to overcome the incident, ensuring smooth traffic on main traffic routes.
The Ministry of Agriculture and Environment organizes monitoring, forecasting, and provides complete, accurate, and timely information to competent authorities to serve the direction and response to storms according to regulations.
The Ministry is also assigned to proactively direct and urge localities to respond appropriately to the developments of storms, floods, and landslides; direct the work of ensuring the safety of dykes, irrigation reservoirs, and agricultural production.
Ministries and branches, according to their assigned functions, state management tasks and tasks, will establish working groups to coordinate with localities to direct response to storms and floods.
